I think that is because a fresh country starts "one day old" so the ruler can collect taxes already the first day and get the country going with out having to wait until the next day.

This nation is supposed to be the current seniority (29 days) however the day before last it showed as 1, then turned to 29, and is again showing 29 today?
I only noticed because the day prior to it turning to 1 it showed as 28 days old with 29 days seniority. As mentioned earlier this is possible when a nation joins on their first day.
