For once, the Government and the masses of Disparu agreed on one thing - they had enough of the terrorist threat in the GLS. They did not want to live in constant fear of being randomly attacked by the United Organization's unconventional weapons. Nor did they want to put up with being placed under lockdown (or high alert) every other month. Due to this, the Ministry of Defence and the Disparuean Forces decided it was time to erase the terrorist threat off the face of the planet. It was the best time to strike - the terrorists had amassed a large amount of casualties and damages during the Bohovians' failed fight for independence against the United Organization. They were still probably weak, and judging from their inactivity as of late, they were still trying to rebuild and were trying to keep out of the news lest their neighbours attack them by surprise.

After a private videoconference with the highest New Englander officials and gaining permission from the Royal Triumvirate (the Chancellor was away, while the King had been busy with his personal life as of late, so power was temporarily given to the Triumvirate), the Ministry of Defence ordered the Disparuean Forces to get ready for Operation Vengeance. As soon as everything was ready, the Ministry of Defence ordered the troops to move to their targets. The troops were to "stay hidden" in case the terrorists were watching via satellites.

There were three main forces to be sent to invade TUO-controlled GLS. The first one was composed of 45,000 soldiers, 1,000 tanks, and 300 military aircraft, and were assigned to attack the "Orange Zone". The second one was also composed of 45,000 soldiers, 1,000 tanks, and 300 military aircraft, and were assigned to attack the "Blue Zone". The forces in the Blue Zone would be supported by the newly-created Disparuean Navy. The last force was composed of 20,000 soldiers and 800 tanks currently stationed within Disparu/FSA-controlled GLS. The last force also had extra work - they were to partially dismantle the Allied-controlled DMZ between TUO GLS and Disparu/FSA GLS with the help of engineers.

The bloodiest part of Operation Vengeance was getting through the United Organization's unconventional border defences. Troops on the ground had to deal with slippery slopes and viscous liquid while being hailed by enemy bullets and shells. Aerospace Command had to deal with rather bulky aircraft that could barely keep itself up yet could launch a large amount of missiles at aircraft. Despite these setbacks, the attack against TUO at the border was a success and the unorganized terrorists quickly fell to the might of Disparu's troops.

The rest of the Operation was rather easy after getting through the border. It seemed that TUO spent so much of their resources and research on the border that they forgot to take care of defences within the country. Terrorist-controlled towns and cities quickly fell to Disparuean control as they were bombarded with shells. Troops who had occupied these population centres were ordered to respect and help civilians, but should detain all terrorists and anyone who helped them. Captured terrorists would be interrogated by both the DIA (Disparuean Intelligence Agency) and the New Englander FBIS. The agents would attempt to extract a variety of information from these terrorists, including, but not limited to, other people involved in the Organization and the locations of important structures and institutions (such as the TUO HQ, research centre and any defencive structures). Unsurprisingly, the FBIS had a higher success rate compared to the DIA.

Eventually, both the DIA and the FBIS would garner enough information to track down the United Organization's HQ. The HQ was raided at night and everyone in it was detained and sent to interrogation centres. TUO's masked leader, the former President Roger, was heavily interrogated by both DIA and FBIS agents before being transported to Disparu's Coronet High Security Prison. The masked leader's transport was escorted by heavily-armed troops and a military helicopter. Other TUO members, ranging from the lowest grunt to high officials, would be sent to various other prisons in Disparu and New England.

The troops who raided the HQ also took all documents, computers, dossiers, and other devices holding information. The information would be processed by both New Englander and Disparuean workers. The locations of the research lab, underground bunkers, and other places of interest (such as defence installations) would be extracted from these files. The locations of these places would be relayed back to the troops, who would then be ordered to raid these places and detain everyone inside them. The research lab was the first location to be raided - scientists and soldiers alike were detained and interrogated, and all files and experiments from the lab were confiscated. Most of the files indicated that the terrorists were researching unconventional (and impossible) weapons and defence systems, though some of the research were actually useful.

Next up were the underground bunkers throughout the GLS. The same thing would happen in these bunkers - they were raided, everyone was detained and interrogated, and anything useful was confiscated. The bunkers were then detonated to make them unusable. Defencive structures built by TUO were either destroyed or taken over.

All files and items that were confiscated from TUO were sent to Disparu and New England.

Eventually, almost all of TUO's control was removed from the GLS and control reverted back to Disparu and New England.

[b]STILL CLASSIFIED[/b]

Back at the region formerly known as Disparu/FSA-controlled GLS, both the dummy government in New City and the actual government in Ann Arbor were dissolved after a discussion between Disparuean and New Englander officials. There were several reasons for their dissolution. For example, there was barely anyone in the GLS after the terrorists' reign of terror, so a representative government wasn't really needed. It would also be more efficient if a smaller government controlled by both Disparu and New England was established.

Due to this, the existence of the Great Lakes State as a sovereign nation finally came to an end as it fell into Disparuean and New Englander hands. A Disparuean and New Englander protectorate in the former GLS was formed. Officialy, it would be known as the "Joint Disparuean-American Protecorate of Ontario and Michigan", but it would be more commonly known as the "Disparu-FSA Protectorate". Control would be split between the two nations - Disparu would control the area formerly known as Ontario while New England (and, by extension, the entire Federated States) would control the area formerly known as Michigan. The New Englanders would be able to do anything they want with Michigan, while the Disparueans could do anything they wanted with Ontario.

In Ontario, order and stability was immediately established as more troops were sent their to ensure that Disparuean law was enforced. In total, there were 45,000 soldiers, 1,500 tanks and 250 aircraft stationed by Disparu in Ontario.

The Commons of Disparu immediately passed new laws to establish the political and economic systems of Ontario. Ontario would be split into 43 districts - Bruce, Dufferin, Elgin, Essex, Frontenac, Grey, Haliburton, Hastings, Huron, Lambton, Lanark, Leeds-Grenville, Lennox-Addington, Middlesex, Northumberland, Perth, Peterborough, Prescott-Russell, Renfrew, Simcoe, Stormont-Dundas-Glengarry, Algoma, Cochrane, Kenora, Manitoulin, Nipissing, Parry Sound, Rainy River, Sudbury, Thunder Bay, Timiskaming, Brant, Brantford, Chatham-Kent, Greater Sudbury, Haldimand, Hamilton, Kawartha Lakes, Norfolk, Ottawa, Prince Edward, Toronto and Wellington. Each district would be able to send two representatives to the Commons of Ontario, the newly-created legislature. The Commons of Ontario would be headed by the Speaker. Ontario would also be able to send five observers to the Commons of Disparu in Jubilife.

There would also be a Territorial Court, the highest court in Ontario, and lower courts scattered throughout Ontario. The Territorial Court would be composed of a Magistrate, the supreme judge, and four Puisne Judges. The courts would follow the laws of Disparu, and could pass on cases to the Supreme Court of Disparu.

The Executive Branch of Ontario would be composed of a Council of Commissioners. As its name states, the Council would be composed of Commissioners, each responsible for a sector of public administration, such as finance, trade and defence. The Council would be headed by the High Commissioner.

The three highest officials in Ontario would be the High Commissioner, the Magistrate and the Speaker. The three officials would form the Triumvirate, and could make decisions for Ontario. The Triumvirate would be regulated by a Royal Observer appointed by the Government of Disparu.

The newly-recreated Government of Ontario would meet at Toronto, the capital of the territory. After everything had been established, the rebuilding of Ontario would begin. Homes, utilities, institutions, industries and more would be rebuilt within the following months. Disparu would regularly send resources, supplies and cash to the Government of Ontario to help them rebuild.

Since Ontario was still sparsely populated due to the terrorists, the Government of Disparu started a program in order to encourage immigration to Ontario. GLS refugees residing within Disparu were encouraged to return to their homeland, and were offered incentives and benefits if they return. The Government also encouraged English-speaking citizens of Disparu to move to Ontario. Those who chose to move to Ontario were given free land, free housing, and a variety of other rights and privileges.

Since the New Englanders were militarily busy at South Carolina and the war with Tahoe, 30,000 Disparuean soldiers would be sent to maintain order in Michigan. These soldiers were to listen to the orders of the right New Englander official.

All information from the TUO’s HQ as well as all the relevant officials—exacted with little effort by the FBIS in secret interrogation centers—that was obtained by the joint effort by the Disparuean Intelligence Agency (DIA) and the FBIS was duly catalogued and shipped, under guard, to the top-secret Hawksbill military base located somewhere in Pennsylvania. Any TUO officials that fell into FBIS hands were transported, under extremely heavy military guard, to various locations in Kentucky, Illinois, and Indiana. It was at these secret locations that the unfortunate TUO officials would experience extensive “physical persuasion” from the FBIS; they were pummeled for every day for weeks and even months by burly interrogators armed with thick truncheons. Afterwards, they would be “disposed of”.

[b]PUBLIC[/b]

Since the majority of New Englander troops had been diverted to the south (particularly Virginia and South Carolina), New Englander military officials greatly appreciated the decision of the Disparuean Government to send 30,000 Disparuean troops to mainland GLS (wait, why call it that? It should be Michigan, since the GLS no longer exists). New Englander commanders would treat the Disparuean soldiers under their command with utmost respect and courtesy. Under their command, the 30,000 Disparuean soldiers, as well as a few New Englander units that remained in the region, were used to secure major cities and towns all over Michigan.

Now that Michigan was secured, it was now time to rebuild (no, wait. [i]Restructure[/i] is the proper word) Michigan to New Englander standards, beginning with building its political and economic system from scratch. New Englander Congressmen in both houses of Congress, despite being under attack by NR missiles that were rocking Washington, F.D., passed a series of laws for that purpose.

First of all, the [b]Michigan Administrative Act[/b] was passed; signed into law by President Johnson, the Act divided Michigan into 83 counties, subdivided into 1,242 townships, 274 cities, and 259 villages.

Secondly, the [b]Government Capital Act[/b] was passed and signed into law. It ‘officially’ transferred the seat of government from Ann Arbor to Lansing (this was an interesting move, actually, since the GLS government, both the dummy and actual, had been dissolved). At the same time, the [b]Michigan Organic Act[/b] was passed that established a template for new governments (at the local, county, and provincial level) to be formed in Michigan. To start off with, a State Legislature was established in Lansing; named the [i]Michigan Legislature[/i], it is to be a bicameral legislature consisting of a Senate and a House of Representative. Every county in Michigan was to send two representatives to the Michigan Legislature. This is an interesting proposition, since Michigan is officially a part of the “Joint Disparuean-American Protectorate of Ontario and Michigan”, but in actuality, Michigan was to be admitted into New England as a state in the future. For now, it was to be administrated as one.

Every government, from the lowest level to the highest one, needs representation, and for this purpose, it needs people to represent—and there sure as heck were not a lot of people in Michigan. And so, two Acts were passed: the [b]Population Threshold Act[/b] and the [b]Government Administration Act[/b]. The first Act established a government commission in Lansing (to be named the [i]Michigan Threshold Commission[/i]) that was to be responsible for encouraging population growth in Michigan, including but not limited to immigration, emigration [into Michigan, of course], and deportation [a secret, of course]. The MTC was given as much resources as it could by the federal government (which was, unfortunately, not a lot, given the current war). Various incentives were advertised to New Englanders and foreigners, such as ample land, business opportunities, and the like. The second Act seemed to make the Michigan Organic Act redundant—except it didn’t. As the Michigan Legislature lacked sufficient representation to govern Michigan, the position of [i]High Administrator[/i] was thus created and endowed with broad administrative powers, such as issuing laws and the like. The High Administrator would reign with a group of advisers that would oversee various facets of Michigan. Former Army general Mark Clark, once again, was appointed High Administrator—to his dismay. (“[i]Why the[/i] [expletive] [i]do I feel like a running gag?[/i]” He was heard grumbling to himself.) Of course, this Act was to be a temporary measure; once Michigan achieved a sizeable population for representation, then the Michigan Legislature would assume its role as government of Michigan.

Next, a court system was formed in Michigan. It is to consist of a Supreme Court, the District Court, the Circuit Court, and the Court of Appeals. The District Court is to hear crimes of a ‘lesser nature’ (to be defined later), while the Circuit Court hears more serious crimes. The Court of Appeals, like its name suggests, hears appeals from the District Court and the lower courts. The Supreme Court is to be a court of last resort; it hears appeals from the Court of Appeals and is responsible for administrating the overall court system.

The new government of Michigan, once Mark Clark assumes control upon his arrival in Lansing, will be able to send three ‘observers’ to Congress.

As government at all level is being formed in Michigan, the rebuilding of Michigan could now commence. A commission was established: the [i]Reconstruction Commission[/i] was to be responsible for overseeing the rebuilding of Michigan. Homes, utilities, institutions, industries, installations, and more were to be rebuilt (and established) in the region. Once again, not a lot of resources were spared for the task. Due to the ongoing war, the Reconstruction Commission was short of funds, supplies, equipment—well, everything. The FSA needed to get peace and fast if it is to hope to succeed in rebuilding Michigan.
