I know it is against the rules to trade real life money for in game money, but say I meet someone on IRC and I make them a signature for the forums, in exchange for 3million in-game aid. Is this against the rules?

People do it all the time and I don't think it is against the rules.

The rules against cash exchanges refer to those involving real life money for in-game items. Exchanging in-game money (i.e. foreign aid) for game related images like custom signatures is acceptable.
