The Council runs along the same lines as a Democracy, their jobs are to monitor any laws passed by the current head of the Monarchy and to determine whether or not these are acceptable. If more than half vote so, then the Monarchical Leader law or policy will be overruled. These members are chosen by a vote at each town within Moonbossa.

Position in Government: Head of State, King

History: Novas was born into an Inuit family residing in the town of Prospect. During his younger years he was cattle herder with his father. When war broke out, he signed on with a group of mercenaries to show them how to survive in the mountain regions of Europa. He and his group where attacked, only he survived and after the war he bought passage back to Moonbossa. Upon his arrival he campaigned passionately for the return of a tribal leadership government. After many years the local government voted on Moonbossa's independence and it was granted. He was deeply surprised that the agreement was only reaches on the fact that he and his children ruled as head of state.
