As I was looking through the information index (in SE), I noticed that only one spy operation was in green text. In it's own words:
If either party in a spy operation is in peace mode the aggressor may only engage in non-destructive operations (green text below).

If I remember correctly, there was a handful of spy operations that were 'non-destructive' and not just the Gather Intelligence. Ok, that's all.

I believe this is consistent with #2 on the 6-30 update.
