As you may have seen, relations with the Imperialist nations of the American Confederation and the British Empire are deteriorating. I propose a medium term confederation. This will unite our two great nations until the threat of Imperialism subsides, and stands to benefit both our peoples greatly.

"That is an interesting proposal. It would also make us secure both in military and economic terms. I agree with this idea. It makes sense. We can also buy time for ourselves and pool our resources."

OOC: The American Confederation has satellites, obviously. you think they wouldn;t have communicated with any nation likely to be sympathetic to them?
Also, I don't believe I declared outright war on you, but rather 'any nation at war with the American Confederacy.'

THE TREATY OF MOSCOW-BEIJING PREAMBLE: UNITED FOREVER IN FRIENDSHIP AND LABOR... ARTICLE I. The People's Republic of China and the Russian Federation agree to complete the transition into one single political entity. ARTICLE II. All previous treaties held by either party is annulled. ARTICLE III. The previously established common market will be universalized in the Union. The ruble and the RMB will remain in use for a transition period of 2 (two) years, over which they can be exchanged for the Northasian Unified Currency, [NUC] at a rate of 5:1 Rubles to a NUC or 1:1 RMB to a NUC. ARTICLE IV. The ministries of each respective nation will be merged. ARTICLE V. The President of China will be the Head of State, while the President of the Russian Federation will be the Head of Government. This will rotate twice per decade. ARTICLE VI. The militaries of the two nations will adopt an universal arms standard and move toward that standard over the next 5 (five) years. ARTICLE VII. Chinese and Russian will be the two official languages of the Union. ARTICLE VIII. The Union's nuclear forces will be placed under the control of the Security Triumvirate, made of the Head of Government, Head of State, and Minister of Defense. ARTICLE IX. The Union's formal name will be the Union of Russia and China, but will be referred to as Northasia. ARTICLE X. This treaty, once ratified, cannot be annulled without a new bilateral declaration.
