The Kingdom of Cochin hereby announces a number of administrative reforms for better governance. These reforms have been devised to take a better assessment of the issues that concern the subjects. The monarchy and the existing system of governance would not be permitted to be challenged, however the new system would ensure that principal administrative problems like corruption would be severely reduced.
Administrative Reforms
1. The Kingdom is now divided into several Provinces. Provinces have been divided into districts, which are further subdivided into Municipalities. The Municipalities shall henceforth be subdivided into Taluks, which would be representative of the localities.
2. Each citizens' National Identification Card would permit them to choose an able representative, to be called Tehsildar, to govern their Taluk. The voting would not be through polling stations, each citizen has to register his name into the Citizens' Representation website using their NID number and a password to be chosen during registration. Each Taluk shall elect three representatives to govern them, the three having equal powers and a two-third majority required for every decision. If any Tehsildar received more than 65% of negative votes against him/her fresh election would be conducted to elect a third Tehsildar. This measure would mean that local self government would be purely representative.
3. The Tehsildars have to be accountable to their respective Municipal Commissioners. Municipal Commissioners and other senior officials shall remain the King's appointees.
4. In the Citizens' Representation website, the citizens have the right to assess, complain and register their views about all the officials in their own heirarchy. They cannot comment upon officials of other Taluks, other Municipalities, Districts or Provinces. The citizens also have the option to register their personal views on various issues of National and International importance which would be assessed and considered by the Ministry of Interior and the King.
5. These reforms are meant to bring about a spirit of representation to the basic unit of population. The Kingdom does not and will not ever change into a democracy as democratic institutions are inherently corrupt and in a democracy, the citizens lose their right to self determination. Through this policy, the Kingdom of Cochin plans to bring about true local self determination combined with all the virtues of Cochin's traditional Meritocratic Monarchy.
