Preamble

This section will be discussing the significance of this charter

The Empire of United Nations has created this charter to enforce the laws set in place towards nations inside the alliance. The Charter will create standards of law, justice, and liberty within this alliance. The purpose of this Charter will allow the nations to understand the rules set forth to them, and the responsibilities that they must acknowledge as a nation of this alliance.

Section I

This section will explain, in detail, the terms of entering the alliance

- Subsection I: Admittance

- - Article I

Alliance Applicants may be awarded asylum in the alliance due to any cause of effect. All Applications for the alliance will be processed through a rigorous system of admission, and all applications that are accepted will allow nations that represent the application granted admittance into the alliance. Also, you may or may not have a member of the alliance who is in charge of your admittance, who will manage your application and your examination.

If you are unable to join due to a reason from the Department Head who had processed your application, you are unable to join the alliance unless the Head allows admission after a set period of time after your failed application. If the Head who processed your application does not accept your application, you may or may not receive an intention as to why your application was not fully processed as a successful application. If you do receive a reason, it is strongly recommended that you review the reason, and try applying once more, following the instructions of the application failure reason.

- - Article II

Once your application has been fully processed, and you have successfully entered the alliance legally, you will be put through a series of Academic Courses, which you also have the luxury to skip if you feel as if the courses are obsolete to you. To skip a course, you must first obtain permission from the Grand Moff/Emperor, or the Head of Imperial Academy who is in charge of your academic sessions.

After you have finished your courses, or have skipped the courses, you will take a TEUN exam (required for all nations who have not been recommended by RWZ Forces(Emperor). The exam cannot be skipped unless notified otherwise. While taking the exam, you must follow the rules of the exam set forth by the Head of Imperial Academy, or any other TEUN employee (more like a volunteer)who will send you the exam. When you complete the exam, the Head of Imperial Academy or any other employee who is in charge of your examination will review your completed exam, and decide whether you have passed or not.

If you pass, you will be granted full admission into the alliance. You will be then masked as a full member, and you will be able to become a respected member of TEUN as well as receive start up aid. If you have a member of the alliance who is in charge of your admittance, he/she may instruct you on what to do next.

If you fail, on the other hand, you will be forced to retake all of the courses set to you by the person who is in charge of your admittance, or an employee who is in charge of your examination. You cannot skip the courses after you have failed once. Once you have finished your courses, the entire examination process will restart, and it will be recorded that you have failed the TEUN examination once. If you have skipped the courses before, that information will be recorded as well. If you fail the examination more than 10 times, you will be unable to join TEUN, and we will recommend you to different guides for CyberNations.

- - Article III

When you have been registered into our records as a member, you must follow the codes of conduct for all members. If you fail to comply, consequences that match your cause will be selected and inflicted onto your status in the alliance.

The Basic Codes of Conduct

While in this alliance, you must always follow this code of conduct inside the alliance. We are not responsible for your actions outside the alliance. If you do not follow this code of conduct inside the alliance, your records will display your failure to comply to terms of Conduct.

- While in this alliance, you will never flame, embarrass, or do anything that makes members uncomfortable towards you as a member of the alliance.

- While inside the alliance, you will always refer to members of the alliance by their names, and their names only. You may not refer to members of the alliance in any other way. Pronouns are accepted.

- While in the alliance, you will display proper conduct towards the Emperor and all members of the alliance who have not allowed you to display uncivil conduct towards them.

- While in the alliance, you will display proper conduct towards Diplomats and all members who we have ordered you to display proper conduct to.

The Definition of Proper Conduct - No "lolcats" language, no flaming, no using of swearing remarks, and absolutely no crude humor that may appear offensive to anyone within the vicinity of the member whom you are speaking to when maintaining proper conduct.

- Subsection II: Conduct

- - Article I

While in the alliance, you must retain good conduct. You must always follow these rules of conduct, in order to have stable and civil conversations in The Empire of United Nations.

The Basic Codes of Conduct

While in this alliance, you must always follow this code of conduct inside the alliance. We are not responsible for your actions outside the alliance. If you do not follow this code of conduct inside the alliance, your records will display your failure to comply to terms of Conduct.

- While in this alliance, you will never flame, embarrass, or do anything that makes members uncomfortable towards you as a member of the alliance.

- While inside the alliance, you will always refer to members of the alliance by their names, and their names only. You may not refer to members of the alliance in any other way. Pronouns are accepted.

- While in the alliance, you will display proper conduct towards the Emperor and all members of the alliance who have not allowed you to display uncivil conduct towards them.

- While in the alliance, you will display proper conduct towards Diplomats and all members who we have ordered you to display proper conduct to.

The Definition of Proper Conduct - No "lolcats" language, no flaming, no using of swearing remarks, and absolutely no crude humor that may appear offensive to anyone within the vicinity of the member whom you are speaking to when maintaining proper conduct.

-No poaching from other alliances. Which means you cannot recruit from them. Even if you have a friend in real life, ask them in person to join.

Remember, it is recommended that you all be polite to one another, while still maintaining friendly and sarcastic remarks. However, we wish that you will not forget to maintain proper conduct towards Diplomats who we have not settled events with.

- - Article II

This Article refers only to employees of the alliance, and their conduct. If you are an employee of the alliance who has not reviewed this article, it is strongly recommended that you do.

If you are an employee serving another member of the alliance, especially if you are an employee supporting a new member of the alliance, you must maintain proper conduct. We have to try our best to make our members feel safe, secured, and in a friendly community. If caught not maintaining proper conduct towards members as an employee, especially towards new members, you will be stripped of your employee status or worse.

If you are an employee serving a Head of the alliance, you will maintain proper conduct towards them when required. It is optional to fool around once in a while, but it is recommended to retain proper conduct when asked to. Remember, respect members with higher positions, available through displaying of proper conduct.

- Subsection III: Rules of the Alliance

By gaining admittance into The Empire of United Nations, you must follow these general rules set forth by the TEUN government:

1. You may not start a war against another player without our permission.

2. You may not attempt to handle a war alone. If you are in a war, report it to the TEUN alliance immediately.

NATION

1. You may not promote Nuclear Weaponry without verification from one of the government members.

2. You may not serve other nations. Do not put the success of another nation before yourself.

3. You may not poach from other alliances

4. You may not hold false identity concerning your nation's status

ALLIANCE

1. You may not hold false information against or supporting other members.

2. You may not beg for government positions

3. If you do not respond to messages, especially personal, that is directed to you, you must answer it in less than one week, or you will be marked as inactive, and therefore, removed from our alliance, unless you declare inactivity. You may appeal to the Department of Justice.

AID

1. You may not send foreign aid to other nations at random, especially if they are at war with undeclared peace

2. You may not send foreign aid to other nations whether it be for Technology Deals or Pay Back if they are at war, unless told to/given permission.

3. You may not send foreign aid to any government member for absolutely any reason. If your reason, however, is substantial enough that we allow it, you may send foreign aid to a government member. Unless it is forĀ  a tech deal or war aid/ rebuild aid.

As long as that code remains, its effect is applied to the Rules of TEUN. The general rules of TEUN are not to declare unauthorized war against nations, or concern yourself in the affairs of a warring nation. The main goal of TEUN is to ensure the safety and security for all members of The Empire of United Nations.

Section II

- Subsection I: Government

- - Article I

The TEUN government is set up with several branches of Departments, and those who work under their command. All Department Head's work for the survival and prosperity of The Empire of United Nation, as do employees who work under them. All Head's, employees, and the Emperor serve TEUN.

Through the several government departments, the safety of TEUN is guaranteed.

All government heads and employees work on different areas of the alliance. No two government head's or employees can work on the same exact topic(unless it involves part of another department. This way, all government members are ensured a unique and responsible position in the government.

There is only one head for every department. There is one head for the Department of Internal Affairs, only one head for the Department of Development, only one Head for the Department of Foreign Affairs, and so on. There are no two head's working in the same position unless specified otherwise by the Emperor only.

The Emperor has a position of his/her own that he/she must maintain unless they wish to give to another member who they deem legible for the position. Details of the Emperor will be revealed in the rest of this Section.

- - Article II

The Emperor is the head government figure in The Empire of United Nations. The emperor of TEUN is in charge of several foreign affairs that involve protectorates, alliances, etc. The Emperor is also in charge of the general work of all ministers. He is the head military leader, so usually the Emperor is the strongest nation in the alliance.

The Emperor has his own private military of nations, and his own private subjects. They are not elected publicly, but rather, the Emperor selects those who seem fit for the job, and hire them to be part of his private subjects.

The Emperor has complete responsibility over the actions of the members and ministers in the alliance, and he/she may choose to punish them they he sees fit, even without a reason to/ can be appealed through the Justice Department. The Emperor may freely remove Ministers and Employees from office, as he has complete control over the alliance/unless Department of Justice overrules it.

The Grand Moff is the second in command and does not control any department, he/she manages all departments, reports problems to the emperor and is a personal consultant. He/She can only be removed my the Emperor. He/she has all powers of the Emperor except command over the emperor who can overrule the Moff. The Moff holds one special ability, he/she can legally coup the alliance and gain power. This can be achieved if all the Department Head's agree and a declaration signed by the MoJ and Moff is made. The Moff is the ONLY member in the alliance who cannot be touched by the Department of Justice/only by the Emperor.

- Subsection II: Departments

- - Article I

The Head's are one step lower than the Emperor. They are the third highest members of the alliance in command. They are in charge of different government fields, and they are committed to work for the TEUN government.

Head's are each in charge of a different department, but all work for a similar intention: Ensure the survival and prosperity of TEUN. Every head works in a different department, so that every head is able to work in a unique field. This way, Only one person is in charge of an entire field of work, ensuring organization and strong ideas from all ministers. The system of ministers ensures peace throughout the alliance, as it did for several other alliances as well.

Head's can also have their own subordinates that work under them, but with the same intention. Employees work under their command, and act as an adviser, secretary, or a loyal worker. They will follow their head's command all the time, and will respect their higher member. Employees of the head may quit at any given time, and headss may fire them for any reason as well. Head's, however, cannot remove the emperor from office(Unless certain conditions are given(see law code). They also cannot remove any head from office either. All members they can remove from the alliance are members with the Emperor's permission.

Heads are loyal and respected members of the alliance, and they are also the Dog of the Emperor, volunteering to spend their time to work for the government. They deserve the third utmost respect, aside from the Emperor and Grand Moff. All Head's should also be honored to serve in such a position under the Emperor. Members fight for the title of a Head, and so, Heads are responsible for piles of work under the TEUN government.

- - Article II

The TEUN government is set up with 6 unique minister departments: The Department of Internal Affairs, The Imperial Strategic Command, The Imperial Vault, The Department of Development, The Imperial Department of Justice, and The Foreign Affairs Department.

One Head is assigned to each department, and that minister works on all articles, topics, and subjects of matter pertaining to or related to that department concerning The Empire of United Nations.

- - Article III

The Department of Internal Affairs

The Department of Internal Affairs is the Central Department of TEUN, as well as in most other alliances. They manage the internal affairs of the alliance, and rarely work on projects outside the alliance if it does not concern the alliance members.

The Head of the Interior manages Applications for Members, Commerce, Internal Announcements, job applications, member management, and Recruitment. The Head manages the records of new members, and their application, allowing the alliance to search them easily and quickly. The Head of the Interior operates with several subordinates, allowing management of Applications quick and simple for the alliance.

- - Article IV

The Imperial Strategic Command

The Imperial Strategic Command handles the war and battles affairs for The Empire of United Nations. The HoSC manages the Imperial Strategic Command, and he, and the Emperor, and his subordinates plan out war and battles.

The Imperial Strategic Command holds records for all the members of TEUN eligible for war, and records it through different companies of military units, based on Nation Strength. Additionally, the Imperial Strategic Command uses this organized system to conduct wars with people they mark as eligible for the war. This way, The Empire of United Nations will not have a nation in shambles due to a battle assigned against a nation with more military power than the nation selected to attack.

The Imperial Strategic Command gathers information always before a war is started, never allowing one detail to be missed. This ensures our advantages over our enemies, and allows us to properly estimated each and every move of our targets.

- - Article V

The Imperial Vault

Imperial Vault manages the finance and general welfare of every nation in the alliance. The minister of the Imperial Vault, and members who have pledged loyalty under the government inside the Vault hold vast amounts of money that belongs to the government.

The Head of the Imperial Vault manages finance within the alliance, and supplies Aid, as well as organizing Aid transmissions. This way, if the Head finds alliance bankruptcy, other Heads and nations will be able to pay in the Head's place.

The Imperial Vault manages Start-Up Aid, General Aid, and all other aid transmissions concerning the alliance. The Imperial Vault, however, cannot allow any employees or subordinates to carry government money unless notified otherwise. It is illegal to hold government money unless an aid transmission is in issue.

- - Article VI

Department of Development

The Department of Development manages the Academic Status and Level of the Alliance. The Department of Development is administered by the Head of Imperial Academy. The Head of Imperial Academy and the Emperor will manage exams and courses set to alliance members.

The Department of Development hires employees and subordinates only to use them as personal guides for new nations. The Department of Development does not allow it's employees to create Academies and tests.

- - Article VII

Imperial Department of Justice

The Imperial Department of Justice manages the Justice system of The Empire of United Nations. It is managed by the Head of Justice, who holds court trials for nations who are debating an issue concerning them. Court trials involve only a judge, the defendant, his/her lawyer, and the prosecutor. Spectators may only watch if they are affiliated with the defendant.

The Imperial Department of Justice hires "Imperial Enforcers", volunteers who willingly arrest troublemakers and monitor activity in the TEUN alliance. They do not commit actions without informing the Head personally.

Most Court Trials will be taken over the Internet Relay Chat to ensure a fair and legal trial. It is impossible to speak out of turn during a trial, especially if you are a spectator. Spectators will receive a mute status until the end of the trial in most cases. Court Trial rules and regulations will be explained at the trial in detail. Additionally, being "afk" or "brb" is impossible during a trial if you are the defendant, prosecutor, or a lawyer, unless you specify otherwise. Only the judge has those privileges, and he will set up short breaks throughout the trial.

The Justice Department is technically the most powerful department in the whole alliance. The HoJ may charge ALL members/government officials/emperor if deemed fit. The Justice Department may overrule actions performed throughout the alliance. The Justice Department may not be nullified and the head cannot be removed unless a MEMBER wide vote is performed. The HoJ cannot charge/remove the Grand Moff.

- - Article VII

Foreign Affairs Department

The Foreign Affairs Department manages affairs outside of the alliance. The Department is managed by the Head of Foreign Affairs, who recruits diplomats who represent the alliance, and consults with diplomats from other alliances.

This is most likely to create protectorates, or alliances. Trade circles, Technology Deals, and even Aid transmissions may also be enhanced through foreign affairs.

The Head of Foreign Affairs and the Emperor are the only one allowed to communicate with authorization outside of the alliance outside of the watch of a minister that involves talk concerning the alliance. That means that only the Head of Foreign Affairs and the Emperor may speak about topics concerning Foreign Affairs with other alliances. No other members may be allowed to have such an ability.

The Head of Foreign Affairs cannot declare wars against other alliances without the approval of both the Emperor and the Head of War, even if it involves situations concerning the alliance and foreign affairs with other alliances.

Section III: Departments

- Subsection I: Internal Affairs

- - Article I

Management

One of the most basic and most crucial duties of the Department of Internal Affairs is to manage the alliance. This form of management is not categorized into specific methods in which to manage the alliance (i.e. Money and Commercial Management), rather it is an overall management of the alliance.

The overall management pertains to managing the status of all positions with a general idea of each and every departments' status. That means that only the base of importance is required for the Department of Internal Affairs overall management. Usually, this management status is saved onto a constantly expanding report, which is later archived inside the Head of Internal Affairs' records.

If advised and approved, however, the Head of Internal Affairs may look deeper into a category and add it to the status report, only if the topic seems important for thorough recognition.

The reports, if in any way significant for review, is archived, and a copy of the report is usually sent to the emperor or the Notice Board, if the report is important enough for all members to review it. The Head of Internal Affairs must be authorized to commit all of the previously stated actions.

- - Article II

Notice Board

If the Head of Internal Affairs finds an important announcement to make to the public, or finds that a announcement has to be made addressing all members publicly, he/she may post it on the Notice Board only if he/she is allotted permission by the Emperor.

The Notice Board cannot be flooded with constant messages, and all messages on the Notice Board must be significant to some sort of event. Previously occurred events may be posted on the Notice Board if it has not been already, only if the Head of Internal Affairs is allotted permission by the Emperor, and it the event is to be archived on the Notice Board.

Only Heads may post information on the Notice Board, yet it is most recommended that the Head of Internal Affairs does this job to prevent flooding and confusion. Members like you may not post information on the Notice Boards. Editing posts or adding posts will result in severe consequences, as this leads to painful confusion for the alliance. However, members can suggest new information for the Notice Board. There is absolutely no guarantee for your suggestion to be posted, and the possibility for such a scenario to occur is less than 1%.

- - Article III

Recruitment

Recruitment is the most important job of the Head of Internal Affairs, and his subordinates. Members can freely sign up to begin recruiting, and, when they sign up, they will have full access to send recruitment messages to all unaffiliated nations. However, if found spamming or flaming members, you may receive severe consequences.

Recruitment is a very hard commitment and action to take. Taking the action at your first time is easy; just copying and pasting messages, and sending them to random new nations without an alliance. However, committing yourself to doing this multiple times is a different story, for it is very unlikely that you will succeed in recruiting a member in this environment CyberNations is in right now.

If you cannot recruit members, we do not blame you at all.

Section IV: War

- Subsection I: Position on Wars

- - Article I

We will attempt to help all alliance affiliated nations at war at any cost. We cannot allow either our weaker nations nor our stronger nations to suffer from war. Weaker nations especially, we will try to prevent all battles involving our nations, and attempt to rid wars and battles from our priorities.

We will not let our weaker nations to be involved in war. Unless notified otherwise, weaker nations are not to be participating in wars. Also, weaker nations should not start wars without permission. Read more about this in Subsection II of Section III.

We will not allow any nations to participate in alliance wars without permission from the government. We do not allow nations to fight for their alliance without authorization from the government. Read more about this in Subsection II of Section III.

- - Article II

Our Position on Wars is this: We prefer not to be involved in wars.

We prefer not to start wars, nor to fight in one. We prefer not to engage other nations in battle, nor engage other alliances in wars. We are a peaceful nation, and wars are the last thing we want to start.

Wars are serious topics for all alliances, as wars test the safety and security of an alliance, as well as putting several nations in great danger. The Empire of United Nations does not start wars unless the war declaration has been passed through by all of the ministers and the emperor. This way, wars cannot be started easily, and wars must have an intuition to be started.

The Empire of United Nations attempts to stay out of foreign affairs involving wars. We do not offer protection for other alliances concerning war, as this may pose a threat to our nations. We cannot involve ourselves in wars that we did not start.

- Subsection II: Concerning Wars

- - Article I

The Empire of United Nations is a friendly and peaceful alliance. Although the alliance has enabled wars as an option for a method of Foreign Affairs settlement, The Empire of United Nations will try to prevent wars from occurring. The last aspect this alliance needs is war. We will attempt to stay away from the subject of wars as a method of Foreign Affairs as well as Domestic Affairs.

As states in Subsection I, Article II, The Empire of United Nations does not choose wars as a benevolent aspect of the alliance. We will attempt to rid of all topics concerning wars.

If a war is started, we will attempt to remove the war as soon as possible. We wish that wars do not start after Foreign or Internal Affairs. As for resolving the war as quickly as possible, that is also enforced. We will try to solve all wars as quickly and as rapidly as we could, possibly even reverting to Peaceful means rather than actual War.

- - Article II

The Empire of United Nations does not allow nations to start wars without permission or authorization. The alliance will not allow wars to occur due to a nation in the alliance. As stated before, TEUN is a peaceful alliances, and we will attempt to have our nations not begin wars.

If you have begun a war without authorization, report it to the alliance as soon as possible. Your consequences may be lowered, but you will still receive adequate punishment for risking the safety and security of the alliance without permission.

Without authorization from the alliance, however, you will receive additional punishment or harsher punishment. Additionally, if you do not report starting wars to The Empire of United Nations, we will not be able to aid you in time of your war. We will not come looking for you, checking to see if your alliance is at war. Only if you report the war to TEUN will you be helped.

If you bear false witness to The Empire of United Nations and declare that the attacked nation of your started war has began the war, we will punish you even more severely. The more offensive moves you make concerning starting wars, we will increase the punishment.

If you start a war without permission, accidentally, we will not vouch for you. You will still feel the consequences of starting a war. Please, try your best to stay away from starting wars, as they will always end up hurting both your nation and the alliance.

If you begin a war, we will try our best to solve the problem through diplomatic options with the nation or alliance that was attacked. We will begin trials and embassies concerning your started war, and will try everything to ensure that the alliance will not be affected. We will stop at nothing to prove that we should be spared from war, and if we are defeated in the embassy, they will attack us. If they do attack us, please remember that you were responsible for the nations affected by the war.

Never Attack another nation without permission for any reason.

- - Article III

Do not attempt to solve wars on your own. If you are attacked by another nation or alliance, please report it to the alliance immediately. We will try and solve the problem with diplomatic solutions. We will also be unable to help you if you do not report it.

If you are attacked by another alliance or nation for absolutely any reason, post it in the TEUN forums as soon as possible. We will do everything we can to help you in time of war. Do not attempt to resolve this problem on your own.

If you are attacked, and you are about to report it, please do not attack the nation or alliance back. We will be obliged to help you, but doing this sort of action is the same as taking matters into your own hands. Also, please do not attempt to solve with diplomatic ties alone. We will be happy to solve issues through diplomatic ties, but we cannot tolerate it if you start one on your own.

If you are reporting an attack from another nation, please fill out the entire template on who you were attacked by, why you may have been attacked, etc. If you do not, we will waste your time by asking these questions personally. Additionally, if we waste your time, we will waste your nation's survival.

If you were attacked, and have reported it, but do not receive a response, do not complain to the government. It is common that we may have overlooked your report, or may have not reviewed it yet. If these occasions occur, however, we will review your report in due time, so please do not double post. Additionally, it is extremely uncommon that these situations may occur, so do not fear that serious danger may arrive to your nation not managed.

- Subsection III: Alliance-Level Wars

- - Article I

Alliance-level Wars are wars where two alliances, both with different diplomatic and governmental opinions, attack each other in a full-fledged war involving all or most of its alliance members.

The Empire of United Nations may participate in these wars occasionally, and if we do, we will select nations in our alliance suitable for fighting, and make them go into the war.

During an Alliance-Level War, we will try our best to offer protection to those who have not been able to join the war, and aid our fellow nations in combating the foe.

- - Article II

Keeping in mind that safety is The Empire of United Nations' main focus, we will select only the best nations of the alliance to participate in Alliance-Level Wars. That being said, if you weren't selected to participate in the war, you cannot participate in it later on. That means, if you were not selected, you cannot go in.

i hate over specific, long charters, but congrats on existing, i'm sure it'll work for you guys!

also Aasgard seems to be eating up protectorates lately...

We have 2 at this time, and requested them to DoE together.
