Imperial Dispatch
Haruhigrad, Shinsei Shikkoku Teikoku [SST]
September the 30th, 2009

Nations of the World,

As of late, our Asiatic brethren in the Dragon Empire have saw fit to antagonize the nation of Tahoe, violate that nation's airspace, and still proclaim themselves the victims. We do not believe the actions of the Dragon Empire are those of the righteous path, and believe that their actions have not only endangered the AUP, and their own nation, but the Asiatic continent as well. As such, we proclaim ourselves neutral officially in this conflict. We hold no treaties with either side. As such, we ask that our territorial waters, airspace, and territory be respected as this war continues. Should the parties at hand wish to seek a mediated peace, we wish they would do so as soon as possible, hopefully before this war drags on any further than it already has, even though it has been nothing more than a phony war at best. The Dragons have brought this upon themselves, now let them suffer the wrath of those they angered. While it is a sad day to see this occur, we find no other course appropriate other than neutrality. We hereby request that in the time this state of war is existant, that the leased base to the Kingdom of Cochin at Urajiosutoku be put under civilian banner, and all military craft be withdrawn. This is only to protect our nation, and the property of it.

Signed in the name of divinity,

Josei Tennō Suzumiya Haruhi - Heavenly Empress (Josei Tennō) of the SST
Kōgō Hayashi Sakuya - Empress Consort (Kōgō) of the SST

The Kingdom of Cochin and Dragon Empire is aghast at this shocking declaration by Shinsei Shikkoku Teikoku. While we understand that we bear some responsibility in the current conflict the basis for the allegations have been proved to be fradulent. We have been accused of violating airspace of a sovereign nation, something that never happened.

We are sorry that the relationship between Dragon Empire and Shinsei Shikkoku Teikoku has come to this. We understand the concerns of Shinsei Shikkoku Teikoku, but it takes time to dismantle everything we had installed in Vladivostok. We hope you would at least grant us the courtesy of using your airspace and territorial waters to sail out from Vladivostok to Cochin.

As soon as the said guarantee is given Cochin shall terminate its presence in Vladivostok. We bid you good luck in dealing with the American imperialists who have set shop across the seas from you.

By your actions you have shown a precedent to the American nations, that Asia would never stand united. We hope that you would one day understand its consequences.

If there is one thing that we are glad of from this incident it is that Fate has revealed to us our true allies and who only solicit our friendship to benefit from our strength. Shinsei Shikkoku Teikoku has showed us its true colors.

Fare thee well.

A light chuckle could be heard from inside the Chairperson's office, this light chuckle began to grow into a steady laugh, which then was turned into a maniacal noise for those that were in ear shot. Inside, Zhana pounded on her desk and raised a glass towards the television as a Japanese Empire, which in fact had claim to no Japanese land talked about how they would refuse to come to their allies to help them in the face of adversity. "Well this is really a great day." She said to herself. "The hegemony that exists over the world isn't really there at all. The Dragons essentially owe their existence to Cochin and without them will soon disappear. The Asiatic Unity Pact is nothing but a bunch of weak minded fools who only use the term alliance for their own benefit, to hide behind strong nations and attack weaker nations around them and the Eurasian Union only owes its existence to the Rebel Army." She chuckled. "Just like all alliances, there is no conception of loyalty, no idea of grace or honor. These nations of the world are weak." The general threw back the drink and pounded the glass onto the desk. "Astimov!"

The secretary ran into the room and salute. "Da Comrade Chairperson?"

"I need you to publish a message for me darling."

Quote

**Public**

This move by the Shinsei Shikkoku Teikoku shows their true colors as a weak and helpless nation. Those who are not able to honor their friends truly deserve no friends at all. As such, the Union of Vaule, while having already pledged neutrality offer our condolences to the Imperial Government, perhaps this is one reason for your fall. Allying with weak and despicable nations such as the Shinsei Shikkoku Teikoku. This fake empire will lose all contact with Vaule and our respect, if any, we held for the Asiatic Unity Pact is gone. The AUP was nothing but a shield for weak nations of the world to hide behind. I wish you luck Comrade, but you are destroying yourself without knowing it."

**End*

*Private*

"Revolution will be much easier in a broken state. Don't you agree Astimov..." The jade eyes sparkled as a red flag waved.

So this is how the wheel turns. The cogs of war are stirring in the Empire, yet the wheels are rusty and unmoving in the so-called Japanese Empire, known better as the SST. Unlike our "freinds" and "allies" in the AUP, we will honor the Empire and fight to the death, ensuring that our enemies suffer a bitter and crushing defeat.

For the honor of the Dragon Empire and all of Hae Da Fung!

We didn't mean to stir up as much deep resentment as it seems, we just wished to affirm our neutrality in this.

However, we shall not completely cancel our contracts with Cochin in Urajiosutoku, and shall allow the base to stand. We just ask that they withdraw their Carrier fleet, and other such military vessels from the region, as to make sure the port itself isn't damaged.

While we view ourselves as Asiatic brethren with the Dragon Empire, we view whoever writ up some of this document, was obviously not paying attention to Haruhi's words, and wasn't writing her words completely, but their own.

We would like the world to keep in mind that we are still dealing with the Fists of Harmony, apparently a less radical member of theirs has still infiltrated our ranks. While we do believe the Dragon Empire has started this war, we do not believe this Coalition is just in all complete authority. What gives them the right to invade our beloved continent.

Our government shall reconvene, and figure out our finalized steps shortly. These measures are only precautionary, and we hope Vaule, Cochin, and the DE will talk with us in Haruhigrad further, so we may fully talk on this.

OOC: Sorry, apparently my post wasn't how i wanted it. Damn the codeine. It's making me a little iffy, and bugging with my thought process. I'd rather you all ignore this first post, and consider this one in it's place.

If the Carrier and Marine Task Forces are withdrawn from Vladivostok, there is no more point in us stationing our Marine Task force and our Fighter regiment. If you want our naval ships removed, our army and air force units shall leave too.

We reiterate our request for an air corridor and sailing permits through your territorial waters to leave Vladivostok.

We are waiting to dismantle the air defense and ground defense installations we had set up in Vladivostok. Cochin does not wish to stay in a place where they are no longer welcome. The association Cochin had with his hallowed city since the time of Hanseatic Commonwealth is coming to an end.

OOC: Codeine eh? Gotta love the sizzurp :P

IC:

"Shinsei Shikkoku Teikoku, these actions of compliance are beneath you.

You have Allied yourselves with these 'Dragons' previously, yet you now decide to sit back and watch as it is invaded.

To betray your comrades now in their time of need is an act without honour!"

"Zargathia finds itself surprised by the harshness with which neutrality was declared by the Shinsei Shikkoku Teikoku. Though we ourselves have declared neutrality as well, the Dragon Empire still has our moral support, and for the purposes of removing equipment and aircraft from the Urajiosutoku base will allow an exception to be made by allowing the Dragon Empire passage through Zargathian airspace. Naturally, this transfer of military equipment is to be considered one way only, as Zargathia will not be allowing passage to troops and material heading to the Pacific."

"Also, Zargathia would like to use this opportunity to announce a zone of fifty nautical miles around its sea border to be a demilitarized zone after the departure of the Dragon Empire fleet. Though the city of Urajiosutoku would fall within this area, we see no reason for the forces of the Tahoean Alliance to be in the area given that the base is no longer operational, and expect both sides to respect the neutrality of Zargathia and the Shinsei Shikkoku Teikoku. We thank you for your time."

"Kingdom of Cochin thanks Zargathia for the offer of the air corridor. We shall use the corridor only to evacuate our soldiers and vital equipments from Vladivostok to Cochin. We foresee no reasons to further elongate our presence in Vladivostok."

The Southern Tang Empire applauds this decision, and extends its offer of a NAP to SST.

OOC:Doesn't ME within DE belong to AUP also ???, just saying what should I do.

"Even tho the Michuraza Empire is within DE and is in Dragonisia as a DE state and member, but as memory serves didn't old Lu sign a pact with AUP on joining them and does it make Michuraza a member still in AUP".
