Nation Event - Not coming up at all

The Events page says the following: Events are generated randomly when you collect taxes and when you pay your nation bills.

I've been a member for 3 days now, And I've only gotten 1 event. If I understand the event description, I am meant to get a random event everytime I collect my tax, and pay my bills.

Whats wrong with it? :(

By randomly generated, it means you have a 10% chance of experiencing an event if you don't have any already.
