could it not be the other way around: Nation Strength / (2* Technology Level) ?

Because why would there stand "up to a maximum 10% discount", if nobody even comes close to 1% ?

I don't understand the 10% limit either, as if you do a little math (note I did this before the NS calc update) you can show that the number can NEVER exceed 10% and only gets to 10% if ALL your NS comes from tech

That's 8.6%. You multiply with 100 to get the actual percentage

uaciaut speaks the truth. The game info is misleading when it says it is a percentage. Call it a discount multiplier or something less ambiguous.
