In a few cities, such as Philadelphia, Fitzgerald, Moncton, Boston, and New York City, along with a few more, statues of King Lance Pikachurin, Cynthia Celeste, and even Caitlin Darach was unveiled in honor of Disparu's leaders. Yes, Americans, at least New Englanders, tend to celebrate their allies' national holidays. New Englander citizens even swarmed across the border into Disparu to mingle with their brothers; New Englander bachelors scoured clubs and bars to hang out with hot Disparuean girls. A national day-off was declared, except for most important government positions and few industries, as to enable citizens to celebrate their ally's glorious day. The DSA has also stated that, over the next few weeks, their team will be adjusting the orbiter's path through interplanetary space in order to ensure that it will arrive at Mars properly and safely. The DSA will also perform diagnostics and tests on the orbiter's instruments to ensure that everything is still working properly. The referendum was part of three major referendums currently being held in J Andres. The other two concerned New Brunswick, Prince Edward Island, Newfoundland joining the Northern Republic, and Tennessee joining the Federal Republic of America (these two areas also had the choice of becoming independent or remaining to be part of the J Andres protectorate). A "whopping" 80% of the population supported this, 15% opposed it, while 5% abstained. Since the results have been validated by Andrean election officials, the Government of J Andres has began to withdraw its troops, officials and civil servants from the two regions, beginning with [url="http://en.wikipedia.org/wiki/Gasp%C3%A9,_Quebec"]Gaspé[/url]. The Andrean troops will turn over the regions' control and jurisdiction to the Government of Disparu. As its name states, the Ministry of Statistics and Registration will be responsible for the census and the registration for government-related services (such as marriage, licenses, etc.). The Ministry will also be collaborating with various other Ministries and the Disparuean Archives. Usually, the ministerial seats in the Executive Council are distributed in proportion to the seat distribution in the Commons after an election, meaning that if 30% of the Commons belonged to Party A, then roughly 30% of the ministerial seats should also belong to Party A. If a new ministry is created during a Government's term in office, the seat distribution could be skewed, requiring the seats to be redistributed again (which would be a nuisance to the Government). Since the Constitution of Disparu does not specifically state what should happen if this happens, Triumvir Atkin approached Judicial Triumvir Jack Chiron and the Supreme Court to make a ruling on this matter. The ruling was that, when a new ministry is created, the ministry would be given to the party currently forming the Government. If another ministry is created, the ministry would be given to the opposition. If another ministry is created again, the ministry would be given to the ruling party, and the pattern continues. Due to this, Triumvir Atkin has asked the Empire Party to appoint someone from their party as the Minister of Statistics and Registration. Critics of Minister Todd and the Empire Party have claimed that "the same thing that happened with the former Federated States will also happen here in Disparu. By creating the Judicial Police, the Minister is basically recreating something similar to the infamous and sadistic FBIS, the institute that tortured thousands of innocent civilians in the name of national security." Michigan is now under the control of the United States, while Ontario has been ceded to both Coruscanta and the Great Lakes Provinces. [*][b]Jacques Neveu appointed by Empire Party as Minister of Statistics and Registration[/b] - After a recent Party conference and election, the Empire Party has decided to appoint Jacques Neveu as the Ministry's new Minister. [*][b]Parti Français wins the majority of seats in the Gaspésie's Commons, and the Gaspésie's proportion of the Commons and Senate.[/b] - Basically, the Empire Party's plans to form a majority government by winning a majority of the Gaspésie seats has failed, while the Parti Français' power continues to rise. Georges Voisine and Javier Veronneau have been appointed by the Parti Français as the province's first Governor and Premier, while Judicial Triumvir Jack Chiron has appointed Jean Blouin, the former judge of Rimouski, to be the province's first Judge. It was late in the afternoon, and students returning from exams filled the cafés, restaurants and McHortonses lining Jubilife's Main Street. Likewise, there were Members of Parliament, Senators and workers relaxing throughout the city after a long day of work. Tourists snapped their cameras at local attractions, such as the Monument to Darach and the statue of Victory, both located in Darach Park. In one particular McHortons shop, several students and residents stuffed their mouths with muffins or burgers, or perhaps drank coffee or iced tea. A television mounted on a wall was tuned into the DNN and was showing a rerun of [url="http://www.youtube.com/watch?v=oXCKapr_1PE"][i]Allo Stephane[/i][/url], in French, naturally. Most of the people in the shop didn't pay attention to the boy talking to a magical balloon in the screen, nor did they really pay attention to what was happening around them. After all, it was a nice and normal day. Unknown to them, a certain Council was secretly meeting in the building located at the city's geographical centre. The topic of discussion was the latest developments regarding the recent declarations of war by the United States and the Tahoe Republic against the Great Lakes Provinces, as well as the desperate pleas of the GLP for help from the CAN. The Council's emergency meeting soon ended, and announced a sudden press conference about the situation. The Disparuean news networks were caught off-guard by the announcement given on short notice, and immediately dispatched their nearest TV crews to Jubilife. A few moments later, the [i]Allo Stephane[/i] episode airing on the DNN was replaced by the coat of arms of Disparu. [i]Gens du Pays[/i], the national anthem, played in the background, while a digitalized flag of Disparu flew behind the coat of arms. As the last bars of the anthem faded, the coat of arms and flag also faded into a live feed inside the New Parliament Building's Senate Hemicycle. Viewers would see a podium with the coat of arms in it. Behind it were the fourteen federal Ministers, all looking serious for the cameras. Behind the ministers were five flagpoles - the one in the centre bore the flag of Disparu, while the other flags bore the flags of Disparu's four provinces. On either side of the podium were two seats - the one on the left was occupied by the Executive Triumvir, Rowan Atkinson. The one on the right was, oddly enough, unoccupied. Behind the podium stood Cynthia Celeste, the Chancellor. The dreaded United Organization, the terrorist organization responsible for the deaths of Disparuean and former Federated States soldiers, and innocent civilians, have finally risen from their graves after being purged from the face of the Earth by a joint Disparuean and Federated States effort. They have attacked the United States and the Great Lakes Provinces. As part of the GODSWILL treaty and the American Defence Pact, we will be coming to the defence of the United States and we will help them neutralize this threat...again. Though both the GLP and Disparu are CAN members, we will not be defending the GLP since it is through the incompetence of their government that this terrorist threat has risen again. To avoid treaty conflicts, however, I am unfortunately activating Article Eight of the CAN's charter. Disparu's membership in the CAN will be terminated in five days. Despite this, we would like to maintain relationships with three current CAN members; the Atlantic States, the Imperial Hudson Reich, and the Republic of Labrador. The CAN may continue to use their HQ in Ivujivik if they wish to do so, however, they will have to relocate after the war. We hope that we will be able to return to the CAN one day as an observer, at least. On a related note, the preceeding events prior to this war involved a nuclear power plant in the GLP that melted down due to an apparent attack. The plant is near Disparu and is apparently releasing radioactive waste into the water system. Due to this, I hereby declare that the St. Lawrence River is closed to all GLP and radioactive ships. I am also ordering the Ministry of Science and Technology to prevent radioactive materials from reaching Disparuean waters. I would also like to announce that Disparuean territory, waters and airspace will be closed to ALL belligerents without the consent of the Government of Disparu. On a graver note, I have received news that King and Queen Pikachurin, as well as Triumvir Berlitz, are currently stranded in Washington, DC, in the United States. They were in a peace conference during the attack and are currently finding a safe and secure way to return to Disparu. That is all for now, and I encourage all Disparueans to be alert, loyal and cooperative." As soon as the press conference ended, almost everyone in the McHortons shop groaned when they realized that they'll be under lockdown...again.
