As for the former lands of Coruscanta, we are fine with your proposition, as we do not plan on reestablishing the Disparuean protectorate that was formerly there. However, we are not sure if it would be acceptable to other nations. We recommend that you also contact them.

[b]A Couple of Announcements[/b]

Regular programming throughout Disparu was once again interrupted by a Government announcement. This time, however, it was not an extravagant press conference in Parliament, but rather an announcement by the Chancellor from her official residence, the Chancellery.

"Good afternoon, D-D-Disparueans and other foreign viewers." started Cynthia, nervously. It almost appeared as if she was being forced to make the announcement. "I am here today to make three announcements regarding Disparu's foreign affairs. All three, unfortunately, regards our withdrawal from certain treaties. I have just been talking with the Executive Council and Foreign Minister Meridian and they have recommended these withdrawals. We also have the approval of both houses of Parliament, therefore these [i]should[/i] be constitutional."

"First off, Disparu is withdrawing its signatures from the [url="http://forums.cybernations.net/index.php?showtopic=87037"]Hudson Bay Maritime Institute[/url]. The Government sees it as an archaic institution that has long since collapsed. Disparu is currently the only signatory of the Institute, as the neo-Canadians have collapsed, and the other original signatories have either ceased to exist or refused to re-sign the Institute's manifesto. Despite this, we shall continue to enforce strict environmental and security regulations on our part of the Hudson Bay and James Bay.

Secondly, we are withdrawing our signatures from the [url="http://forums.cybernations.net/index.php?showtopic=79699"]Disparu-Texas Treaty[/url]. This was signed when Texas was still a sovereign nation and was apparently ruled by a different government. Texas is now part of the United States and is under the jurisdiction of a different government, so this treaty should not really bear any legitimacy. Plus, we already have a defence treaty with the United States.

The last one is probably the most disheartening. We are activating Article 7, Section A of the Global Order of Democratic Sovereigns Working to Improve Life and Liberty and are withdrawing our signatures. Even though we believe that the Order's goals and values are extremely noble and should be applauded, we also believe that major military blocs such as this never work out in today's political environment. Take a look at the Confederation of Arctic Nations, for example. While its purpose was noble, it eventually crumbled due to conflicts between its member nations. It has even failed to uphold security in the Arctic numerous times. One can look at the attack on the Black Phoenix Empire by the now-defunct Imperium of Canada, as well as the surge of rebellion on the latter. Even though we have left, we shall continue to uphold several of the Order's values - democracy, religious tolerance, anti-imperialism, non-aggression and freedom to travel. Now, for those who may think that we left the Order just to avoid dealing with the nuclear attack on Texas, we would like to point out that we still have a [url="http://forums.cybernations.net/index.php?showtopic=86293&view=findpost&p=2310419"]defencive treaty[/url] with the United States. I would like to take this moment to state Disparu's support for the United States on this matter.

Hey, if we're still treatied.. we're still treatied, you're just not part of the bloc. We still however, believe God's Will serves a purpose and while scratching our heads at the withdrawal of the signature such is recognized. The U.S. also sees God's Will as much more than a simple military block given the more complex design of the treaty which encourages integrations in trade, communication, and disaster support mechanisms.

Even though it was already six at night, the sun still shone brightly over the city of Happy Valley–Goose Bay, or Pastoria as it was once called, in Labrador. A platform with seven seats and a podium had been set up in front of the Labradorean Legislative Building, the former seat of the provincial Commons of Labrador when they were still a part of Disparu. Three of the chairs were occupied by the former province's Governor, Premier and Judge. The other four were occupied by the Royal Triumvirate and the Chancellor herself. Reporters, residents and protesters alike swarmed in front of the platform, curious to see what the ceremony's organizers had planned.

The place they were at was quite historic–it was here where the former Democratic Party-controlled Government declared the admission of Labrador into Disparu, and it was also here where officials from the short-lived Republic of Labrador declared its independence from Disparu. Now, it would once again host a historic event for the peoples of both Labrador and Disparu.

After several performances by local troupes and performers, Chancellor Celeste finally stood up and approached the podium. She was met by applause and cheers, though there was an occasional jeer at her. She adjusted the mike in front of her and rearranged her cue cards, making sure everything was in the right order.

"Today is definitely a great day for Labradoreans and Disparueans alike." started an unusually enthusiastic Cynthia. "For today, Labrador shall rise from the ruins of the failed republican state that separated them from their brethren to the west. Today, Labrador shall once again prosper under the [i]drapeau de l'unité[/i] [Unity Flag], the maple leaf that had once guided people from Montreal in the west to Happy Valley–Goose Bay in the east, and from Ivujivik in the north to Rimouski in the south. From this moment on, Labrador shall be a protectorate of the Federation of Disparu!

While we look forward to our future, we must also reach back and recognize our past. Labrador has suffered from economic crises and terrorist attacks under the republican regime, and these have caused extreme suffering for her people. Let it be known that the people of Disparu are with the people of Labrador during this time of need, and we will help Labrador recover from the wounds of its past and progress into the future.

Labradoreans, we hope that, under the Disparuean flag, our futures will be bright, peaceful and full of prosperity. Though we cannot accomplish everything overnight, we [i]will[/i] eventually get there! By working hard for our nation, you and I will be able to accomplish this goal! Thank you Labrador, and welcome back!"

As her speech ended, the orchestra below her picked up their instruments and began to play a melancholic rendition of the [url="http://www.youtube.com/watch?v=1bY1YkRI1qE"]unofficial anthem of Labrador and Newfoundland[/url]. As they played, the flag of Labrador in front of the Legislative Building was slowly lowered. While everyone stood up for the anthem out of respect, it were only the Labradoreans who sang. Those who truly believed that the former republican government would prevail cried as the flag was lowered, upon realizing that their dreams of an independent Labrador were shattered. For the most part, though, the Labradoreans just sang to honour their noble attempt to be sovereign, which had been supported by the Disparuean King, and to honour the men and women who tried to make the dream come true.

As the last notes of the anthem faded into thin air, he orchestra quickly shuffled their songbooks to prepare for their next piece. At the flagpole, the flag of Labrador was duly folded and handed to the mayor of Happy Valley–Goose Bay. Then, three officers from the Judicial Police, all wearing their ceremonial uniforms, marched towards the flagpole. The officer in the middle carried the flag of Disparu, or the Unity Flag as it was sometimes called. It was ceremoniously unfolded and was duly tied into the flagpole.

The orchestra, then, began to play the [url="http://www.youtube.com/watch#!v=lroZWFhYPvo"]anthem of Disparu[/url].

Everyone in attendance sang the anthem. As Labrador had been a part of Disparu at one time, its residents perfectly knew the anthem's lyrics, both in English and French. Labradoreans and Disparueans alike stood up and sang as loud as they could, first in French, then in English.

The anthem's last notes were drowned out when the audience cheered and gave a round of applause. Five [url="http://en.wikipedia.org/wiki/Snowbirds"]Snowbirds[/url] streaked across the sky when the anthem ended, leaving trails of coloured smoke behind them. Fireworks were also launched into the sky, lighting it in vibrant colours. After the ceremony, celebrations and the like would begin throughout cities, towns and settlements throughout Labrador. Happy Valley–Goose Bay was no exception.

Days later, the Labradorean Protectorate Government would be formed and would begin to reorganize itself. The Government was primarily composed of a legislature, known as the Commons of the Protectorate of Labrador, an executive branch, known as the Council of Commissioners, and a judiciary, known as the High Court of the Protectorate. The Commons would be led by the Speaker, and would primarily be composed of representatives from the various political divisions of Labrador. The Commons would be able to send three observers in the Commons of Disparu in Jubilife. The Council would be headed by the High Commissioner, and would be composed of various Commissioners, with each leading various sectors of the Government. The High Court would be led by the Magistrate, and would be composed of four more Puisne Judges. The Protectorate's Government would meet at Happy Valley–Goose Bay, the Protectorate's capital. While this was happening, local governments for municipalities, districts, reserves and the like would also be formed.

Meanwhile, Disparuean troops would begin to take their former positions in Labrador to assert Disparu's sovereignty over the Protectorate.

[b]New Project in the Capital[/b]

Back in Jubilife, the city's planners and developers had proposed a new addition to Darach Park. The Park was already home to various monuments and attractions, such as the statue of John F. Kennedy, the monument to Darach and a statue of the personification of Victory. The new addition that was being planned was a war memorial–dedicated to all Disparuean troops, officers and personnel (such as firefighters) who died in the line of duty, as well as Canadian (both the original and rational communist regime) troops and personnel who had died in wars (including, but not limited to, World Wars I and II). The Jubilivian City Council had already approved the project's budget, thus construction of the memorial immediately began.

[b]Eterna Stock Exchange destroyed![/b]

The Eterna Stock Exchange (ESE), formerly situated in Eterna’s Commons (the city’s downtown sector), was destroyed by a series of explosions and pyrotechnics on the night of 1 July. Most of the city’s residents are currently in a state of shock following the ESE’s sudden destruction.

All sectors of the city were placed under lockdown following the destruction, though it has now been lifted and the city’s emergency services and response teams are now merely under a state of high alert. Troops from the Disparuean Forces’ Land Force Command have been deployed into the city to secure the area and prevent any attacks after this.

Fortunately, there have only been six confirmed deaths connected to attack, while there are approximately 42 confirmed injuries related to the attack, with three of them being critical.

While most of the nation is currently under a period of mourning following the attack, there have been isolated cases of anarcho-communist protests throughout Disparu. While many of them were mainly peaceful, there were also occasional reports of violence and riots, all of which have been successfully taken care of.

The investigative department of the Judicial Police has not released an official report regarding the attack or its perpetrators, though it has suspected that the attack may have been carried out by a TUO-affiliated organization residing within Disparu.

Disparueans are advised to prepare for a possible period of economic downturn due to the Exchange’s literal collapse.

To help stave off any potential economic crisis, we would like to urge Disparu to peg the Disparuean Dollar to the Anchor, for the time being, so a ‘cushion‘ would be provided. Moreover, we will send financial support to Disparu in the millions and billions to help prop up the Disparuean economy.”

[b]ACTIONS[/b]

On the orders of the Ministry of Domestic Affairs, hundreds of banks, corporations, joint-stock companies, and trust firms - reinforced by J Andrean businessmen operating in Disparu - began channeling millions of dollars into the Disparuean economy to try to help support it. Due to their great love and admiration of Disparu, these J Andrean institutions would charge no interest on the money that they poured into Disparu.

"Good evening Jubilife, I'm Arthur de Brisay, and this is Mariette Berie, and welcome to DNN:News at Six. Today, the Government has announced that it will be imposing trade and travel sanctions against the Great Lakes Provinces. Representatives from the Government have stated that the rationale behind this was the nation's turbulent past and hostile actions to other nations of the world. They have also indicated that terrorists based in the GLP 'have previously utilized civilian transportation methods, such as commercial airliners and ships, to wreck havoc against their targets.' The sanctions will ban most forms of trade between Disparu and the GLP, which is already minimal at its best. The sanctions will also prevent civilian and military ships, vehicles, planes and other transportation methods from entering Disparuean territory, airspace and waters, except for actual and confirmed emergencies for civilian vessels and the like. Due to the sanctions, the St. Lawrence River will be closed to ships attempting to enter Disparu or the Great Lakes Provinces. Also, planes from the Great Lakes Provinces will be prevented from landing at Disparu or entering Disparuean airspace, and vice-versa. This will only start to be in effect tomorrow.

In other news, the Disparuean Forces has announced it's plans to construct a new defence system that will fend off marine-based attacks..."

Viewers who were watching the evening news at that time would see the anchors suddenly freezing and raising their arms, while hearing off-screen voices shouting hostile commands in French. The screen would shake, before it was replaced by a blue screen with the words "No signal! / Pas de signal!" scrolling in the centre, and the DNN logo on the lower-right corner. Of course, the voices’ owners were never seen on-screen during this time.

After a few moments, the blue screen would be replaced by another video clip, which was definitely not from DNN Jubilife's studios. The clip showed a wooden table in the foreground, with a red curtain hanging from the background. Four flags also accompanied the curtain in the background– with a little guesswork, one could discern them as the flags of the province of Coronet (and formerly, Quebec), Saboria, communist Canada, and the FLQ flag used during the 60s and 70s. Behind the wooden table, and in front of the background, was a person wearing a dark trench coat and a balaclava. The person was also carrying a M16 rifle in his arms.

"Good evening, Jubilife." said the person, who had a deep, masculine voice, in French. "First off, please allow me to apologize for this impolite interruption. Perhaps, to alleviate my rudeness, an introduction would be in order. I am the personification of the [i]Front de libération du Québec[/i] [Quebec Liberation Front], yes, the same infamous FLQ active during the 60s and early 70s who started the October Crisis. Contrary to popular belief, we did not disband during the 70s. We continued to exist under the regimes of Sarkara, Leclerc, Merkel and the Tahoan and Vinilandese authorities.

We continue to exist today; in fact, we were responsible for the death of your former Queen, Caitlin Darach, and not some fictional organization the Government concocted for propaganda reasons. In lieu of this, I would like to take this time to condemn the Commons of Disparu for executing our assassin, despite the fact that your forefathers had condemned its usage as a form of ‘justice’.

Of course, we know full well that the Government perfectly knows that we did it, however it has chosen to suppress the truth and continue to feed lies to its populace. After that, we silently strengthened ourselves, waiting for this day to come.

We are, perhaps, an organization misunderstood by many. Yes, we are socialist extremists, and yes we often resort to extreme measures. But no, we are not extreme anarchists, nor are we French racial supremacists; in fact we condemn those who believe that a certain particular race is superior to others. All we ask for is the protection of the dying culture and traditions of our nation, and for the Government to commit itself in supporting and defending the little man. We, like many of you, also appreciate the comforts of the everyday routine, the security of the mundane, and the tranquility of repetition. Members of the Front enjoy them as much as the average Disparuean would. However, as the Government distracts many of us with national issues and petty promises of good life and technological advancement akin to those of the past, in exchange for your unconditional obedience and loyalty, we fail to realize that there is something terribly wrong with our nation.

Prior to the dissolution of communist Canada, former Chairwoman Angela Merkel once said that, "Perhaps new nations will arise, perhaps we will continue in this way, to a truly enlightened society." When the Government, meant to be a humble institution that serves the people, was established two years ago, we all believed that the former in Merkel’s statement had finally been fulfilled–the true successor to the former Rational Communist states seemed to have risen from the ashes, and was on its way to lead us back into the golden age, a time when we were truly enlightened by rational knowledge.

And yet, over time, the Government which we knew and loved evolved into a gruesome, self-centered, and pessimist entity. As it distracted us with petty progresses in science, all of which had already been developed in the past by Canada, it took the liberty of destroying our environment, suspending our rights, freedoms and liberties, overreacting to all problems it faced, and utilizing us like we were just resources. One should only look around us to see what I mean–the suspension of rights and forced institution of martial law during internal crises, the compulsory vacation of towns and cities along the Great Lakes Provinces-Disparu border, and the subsequent conversion of a large strip of land adjacent to the border into a heavily armed zone that has the potential to destroy our environment. Along the way, it has also antagonized those who claimed ties to communist Canada, as they believed, albeit secretly, that only them can claim its ties to the past, and therefore it considered itself as the sole successor of Canada after its collapse. While [i]some[/i] of these projects could be seen as well-intentioned, they are nevertheless harmful to society, and demonstrate that the Government now believes that it has supreme authority over us. This is why we, and we alone, took the liberty of destroying the Eterna Stock Exchange to remind both people and Government what they have forgotten–that people should not be afraid of their governments, but governments should be afraid of its people.

Now, you may ask, who is to blame for all of this? Some people are certainly more responsible than others, and justice shall be served to them. However, if you are looking for the guilty, you only need to look into a mirror to see them. We know why you did it. You were afraid–a perfectly appropriate response at that time. Following Canada’s collapse, there was terror, chaos, and anarchy. Your world’s former order and stability, both of which were constructed over a period of years, vanished in an instant. While you were looking for a semblance of order in your ruined world, you turned to the Disparu Committee and the late Caitlin Darach. They promised you peace, progress, equality and harmony. In exchange, they demanded your unconditional and silent consent. Being vulnerable after the destruction of order, your reasoning was corrupted, you were robbed of your common sense, and fear got the best of you. You supported the Committee and allowed them to retake the former lands of Quebec under the banner of Disparu, and of course, under the deceiving laws they have created.

If you have not seen this assault to our freedoms, if you have not seen the follies and madness of the Government, then I suggest that you turn a blind eye to the state of our current affairs. But if you see as we see, if you feel as we feel, if you think as we think, and if you seek as we seek, then I ask you to stand beside us, on the fifteenth of July, outside of the Black Mesa Research Facility, and together, we shall give them a revolution that will never, ever be forgotten! The man and his surroundings suddenly disappeared, and was replaced by a clip of the new flag of the FLQ waving in the blue sky. The flag was a roughly rectangular flag equally divided into two colours–navy blue and white. A red symbol reminiscent of the Canadian Chairman’s seal, fimbriated with yellow, was charged in the middle of the white half. Meanwhile, a familiar piece, a piece that had been forgotten for several years, began to play in the background. At first, it sounded grainy and archaic, but it faded into a high-quality and orchestral version of the same piece after a few seconds. A few moments later, a soprano joined in and sang the piece’s lyrics.

[b]Tragedy at Black Mesa![/b]

The nation is currently in a state of shock after a peaceful protest near the Black Mesa Research Facility, in Nunavik, turned into a violent bloodbath. The protest yesterday was generally accepted to have been staged by the terrorist group known as the FLQ, and it seems they had a hand in yesterday's bloodbath.

Eyewitness accounts report that the security force guarding the research facility suddenly charged at the protestors. The force was reported to have been armed with equipment and weapons used for riot control, such as shields, pepper spray and Tasers. According to a statement released by the Ministry of Security of Nunavik, the force had been ordered to neutralize rogue protesters carrying firearms. This alone constitutes as a violation of the Firearms Prohibition Act, which prevents civilians from acquiring firearms, but the protesters were also using them to shoot at airborne balloons rigged with explosives. The protesters apparently resisted the force's advance and began attacking them. In response, members of the force neutralized unruly protesters and took them away for custody. The Ministry claims that a total of eighteen people were detained, though anonymous sources claiming to have been there claim that more protesters had been detained. They also claim that some members of the force 'stepped over the line' and 'used inhumane and unconventional methods to silence the protesters'. The Ministry of Security have mainly denied these claims, though they have started some investigations on those with physical proof of those claims.

The violence didn't stop there. A news helicopter owned by a local station was reported to have been jammed by banners and scraps of metal tied to balloons. According to first-hand accounts, the helicopter's machinery suddenly exploded and ripped it into pieces. The remains of the helicopter collided with another helicopter, killing all of its occupants. Other news helicopters in the scene immediately fled following the incident.

According to the Ministry of Security of Nunavik, there have been thirteen confirmed deaths. Four were caused by the helicopters colliding with each other, three were caused by the helicopter's crash, four were caused by the ensuring stampede folowing the crash, and two were caused by injuries while resisting the facility's security force. There were also hundreds of injuries, some of them life-threatening.

The nation is currently in a state of mourning after news of now-former Chancellor Cynthia Celeste's assassination. The assassination was done by someone who is presumed to be an FLQ terrorist who was disguised as a journalist. The assassination was caught on live TV from different viewpoints, since it was done during the Chancellor's press conference today about the Black Mesa Tragedy.

The former Chancellor's assassin was quickly detained after shooting the Chancellor, and is currently in an undisclosed secure location. The Judicial Police's investigators are currently baffled as to how the assassin managed to smuggle weapons in to the heavily-guarded New Parliament Building. Due to this, they have launched an official investigation on this matter.

Since the Empire Party still holds the most seats in the Commons of Disparu, despite the fact that many members have resigned due to safety concerns, the Party has appointed Rowan Atkin, the former Executive Triumvir of Disparu and a senior member of the Empire Party, as the new Chancellor. Shinku Cinquette, the Royal Clerk and general spokeswoman for the Monarchy, has confirmed Atkin's appointment by His Majesty, King Pikachurin. The Party will be conducting an internal vote in order to determine who will be taking over the office of the Executive Triumvir soon.

Chancellor Atkin has declared a state of mourning in Disparu, and has requested that all Disparuean flags in the world should be flown at half-staff. The new Chancellor has also commissioned a Royal Investigation to look into the assassination of former Chancellor Celeste. This Royal Investigation will be working closely with the Judicial Police and other concerned parties. More controversially, Chancellor Atkin, with approval from the Commons, has declared a state of national emergency over Disparu, which is essentially a stronger version of a lockdown. Military presence in civilian areas will be increased within the next few hours, as well as in our border areas (with the exception of J Andres). Civilian travel out of Disparu, as well as within Disparu, will be progressively suspended within the next 36 hours. All broadcasters have also been ordered to temporarily shut down until further notice, with the exception of the DNN (the DNN will be required to provide the latest news to citizens, as well as broadcast important information, notices and messages). Chancellor Atkin has sworn to "hunt down every single terrorist and punish them!"

Today, Chancellor Atkin and the Empire Party have announced their intent to launch a project that will expand three locks in the Disparuean side of the Saint Lawrence Seaway. The locks in question are in Saint-Lambert, Beauharnois and Sainte-Catherine, all in Coronet, and currently has an estimated price tag of DP$ 25 billion. This cost will be split between the Federal Government and the Provincial Government of Coronet. Reports of the project also indicate that a similar project is being done on the Great Lakes Provinces' side of the Seaway, and both projects are being coordinated by the two nations. This is a landmark step in relations between the two nations; which have been historically hostile and turbulent.

The projects have been hailed by many economists, saying that it will be extremely beneficial to the economy of both Coronet and Disparu, as well as Disparu's allies. However, there is also a considerable amount of opposition to the project. Environmentalists have condemned it due to the possibility of the project causing extreme damage to its surrounding environment, while some Members of Parliament have expressed concern that this will open Disparu up for a marine-based attack from the Great Lakes or the Atlantic. The Ministry of Defence, meanwhile, has stated that 'our own naval forces will be able to repel such an attack'.

For now, the project will have to survive a Royal Environmental Inquiry which will be conducted within the next few weeks by the Ministry of Environment and various independent organizations. The project will also have to face local opinion, comments and complaints on this matter.

[b]Project to upgrade Disparu's transportation systems announced by MoT[/b]

The Federal Ministry of Transportation, along with its provincial counterparts, has announced a new project that will upgrade most of the highways and roads scattered throughout the nation. The projects main goals are to expand existing highways that are congested, add emergency lanes where needed, repave and reroute roads that are falling behind safety and aesthetic standards, and to pave unpaved roads (such as the Trans-Taiga Road in Nunavik). The project will also create new roads where necessary, such as a link from Caniapiscau to Schefferville to Kuujjuaq. The project will also aim to install security and safety features along Disparu's highways, such as manoeuvrable HD cameras for highways and other major roads, new streetlights, ground-based radar for major highways and more. The project is also aiming to integrate Disparu's southern highways with J Andres's northernmost ones, and reroute Disparuean roads that are headed for the Republic of York and the Great Lakes Provinces away from those nations.

The project also calls for the demolition of existing service facilities along Disparu's highways. These facilities will be replaced by new, Government-funded facilities equipped with state-of-the-art equipment. The facilities, which will be known as enRoute, will be postmodern in design and will feature an aesthetically-pleasing food court, advanced vending machines capable of avoiding problems commonly associated with their traditional counterparts, free Wi-Fi connections, more sanitary washroom facilities (which will be equipped with automated equipment, such as sensor-activated taps) and five fast-food kiosks. The Government is currently looking for contracts with fast-food companies to operate these kiosks; so far, only the Disparuean company McHortons has expressed interest in this venture. Each enRoute facility will also have a gas station, a convenience store, parking space for both civilian vehicles and trucks, and a small park that can be used by anyone. The facilities will be staffed by cleanup crews to keep them sanitary. Each enRoute facility will be found every 100 km along the highway, though there will be less enRoutes in Disparu's less populated areas.

The MoT has also announced another upgrade project along with their previous one. This time, they intend on upgrading the nation's interprovincial and intercity rail lines and subway systems. This project will replace any outdated train still in use with more modern versions. The nation's subways, meanwhile, will be expanded as necessary and their equipment will be upgraded. For example, more subway stations will now feature displays that feature real-time data about the trains' schedules. Meanwhile, more intercity and interprovincial lines will be systematically upgraded to use more advanced and efficient technology. Magnetic levitation will be used in lines between major populated areas, while other lines will continue to use standard lines. The project will also enhance the rail lines' security features such as disaster monitoring systems.

All in all, the projects are estimated to cost DP$ 50 billion and are expected to generate thousands of jobs. They are expected to be finished in about two years. So far, the general public's opinions on the projects have been mixed.
