Capital punishment bill proposed
17 August 2009

After Cynthia Celeste's [Empire Party] recent ascension to the Chancellorship, she has proposed that capital punishment should be legalized in Disparu, albeit with several restrictions.

The proposed bill states that anyone who has been sentenced to life imprisonment, such as those who have been convicted of murder or treason, can be executed via euthanasia if the Commons, Disparu's lower house currently composed of 450 members, unanimously supports the criminal's execution. If the vote passes, the sentence can be cancelled by the Senate or the Executive Council.

Since the bill has been proposed at the Executive Council, only the eighteen members of the Council may vote. The bill needs a simple majority in order to pass and become law. However, the Commons may override the Council's decision if the bill does pass.

The bill has been criticized by religious organizations and human rights activists. "I don't care if a death sentence needs an unanimous vote, it's still inhumane!" says one activist who wished to remain anonymous.

Capital punishment bill passed
20 August 2009

Surprisingly, the controversial capital punishment bill proposed three days ago has passed the Executive Council bya margin of 22%. However, it has been rerouted to the Commons after a group of MPs overrode the Executive Council's decision.

The bill needs the support of at least two-thirds of the Commons (about 150 MPs) in order to pass. If the vote passes, it still needs to pass through the Senate before becoming law.

Capital punishment law is now in effect

The capital punishment bill proposed by Chancellor Cynthia Celeste on 17 August 2009 has passed the Commons and Senate by a small margin. Anyone sentenced to life imprisonment from this point on may be executed via lethal injection if the Commons unanimously agrees on the condemned's execution. Otherwise, the criminal will continue to serve his/her term. Anyone who has been sentenced to life imprisonment before the law came to effect is exempt from this new law.

An execution chamber is currently being constructed in all four provinces. The execution chambers will be constructed in the province's high-security prison.

We understand your position.

In Disparu, capital punishment shall only be used in extreme cases. In order to be executed, every single Member of Parliament must agree that the criminal should be executed. Even if the Commons does decide that a criminal should be executed, the decision can still be rerouted to the Senate and/or the Executive Council, where it could still be defeated. And if does pass the Senate or the Executive Council, the criminal's lawyer can appeal this decision at the Supreme Court of Disparu. The criminal will not be executed until everything has been settled.

Capital punishment in Disparu is optional, it is not mandatory for every single person who has been sentenced to life imprisonment.

Promised Land itself condones the Death Penalty in extreme cases, where the person in question has killed or ireparably harmed the lives of multiple people. This is automatically assumed in crimes of treason, as the person is considered responsible for trying to harm the nation as a whole.

Assassination report released by the DIA and DIB

(OoC: Read this for more information about the assassination)

IC:

The Disparuean Intelligence Agency (DIA), along with the Disparuean Investigation Bureau (DIB), has released parts of the report concerning the assassination of Queen Caitlin Darach. The reports states that the assassination was ordered by a terrorist group known as the Gauntlet. The goals and location of the group has not been released.

The three criminals involved in the assassination are currently facing charges of treason and murder, among other things.

Social Insurance System launched

The Ministry of Health, along with the Ministry of Finance, has recently announced the launch of the Social Insurance System (SIS), a social security program designed to support the aging citizens of Disparu. The implementation of SIS will cause taxes to be increased from 28% to 30% in order to accommodate the program.

The program has been applauded by several MPs, although it has also received criticism. "I'm not gonna pay more taxes just to give these oldies free money!", said one critic who wished to remain anonymous.

Assassin update

The assassin responsible for the death of Queen Darach, along with his accomplices, have been sentenced to life imprisonment, and are currently incarcerated in the high-security prison in the province of Coronet. The assassin has been successfully charged with murder, treason and participation in a hate group, while his accomplices has been successfully charged with treason and participation in a hate group.

The Commons has proposed that the assassin should be executed for his crimes. If the vote passes and nothing else happens, the assassin will be the first criminal to have been sentenced to death.

The assassins lawyer has told reporters that if the vote passes, he will appeal the Commons decision in the Supreme Court.

Safety measures by the Government

Due to a recent lawsuit against the Government of Disparu, by a man who was critically injured after his car smashed into a tree at one hundred kilometers per hour (while he was playing a game that required 100% concentration on his phone), the Government is ordering the appropriate ministries to update their safety guidelines.

Disparuean drivers will start to see more flashy road signs when driving. Here is a new sign in action:

All new signs will be in English and French, for obvious reasons.

Meanwhile, each province's Ministry of Transportation has commissioned a committee to update the safe driving guidelines.

Order of the Committee awarded to McHortons CEO

George Sparks, current CEO of McHortons, has been awarded with the Order of the Committee, Disparu's highest civilian honour, for refusing to relocate McHortons's HQ to another nation, even if it means that his company will not be able to maximize profits.

"As you all may have heard, Mr. Sparks was recently approached by the leader of a capitalist state here in North America, encouraging him to move McHortons to their nation. Since this particular nation had dismal labour laws, moving McHortons to this new nation would probably increase their profits. Unfortunately, moving would also involve firing thousands of McHortons's Disparuean employees. Mr. Sparks decided to do the right thing; he refused the offer.", said Chancellor Cynthia Celeste, a member of the Committee, during a speech at the awarding ceremony.

"Personally, I don't care if we get more money, as long as my employees are happy, I'm happy.", said Sparks when asked about the deal.

McHortons is a popular fast-food restaurant chain in Disparu, and also has branches in Viniland, Promised Land, New England, Marscurian Pakistan, United Netherlands and the Imperial Union.
