To read a newspaper and still feel the slightest bit of optimism after you put it back down on your lap was a trying matter for the Lady Protector of the Hanseatic Commonwealth. The headlines sung the same song, though perhaps in a different rhythm. Bombing, disease, anarchy, collapse, but there was barely any good news anymore and more importantly the angels that had fought so hard for stability, peace on earth, and cooperation among mankind seemed to be more quiet than most these days and Sarah firmly believed that it was time for that silence to stop.

Getting up from her seat, she rubbed her eyes and walked over towards the window looking down on the city of Brisbane below. Things were recovering, perhaps they still weren't the same, but it was another tack on the problems that had surfaced for the Commonwealth. It made her think. At the peak of recovery, Brisbane harbor had been filled to the breaking point with foreign aid, rebuilding teams, medical expeditions, nearly everything under the sun and this had been done before. She had done this before, the White Cross had done this before, but had since fallen to the wayside. The convention center had since become abandoned, not used really since the Brisbane conference and perhaps it was time once again to push the claws of chaos back and extend the hands of peace, love, and endearment across the Earth once more.

TO: All World Leaders and Governments

Excellency,

Perhaps you will remember a time when if strife, death, and destruction appeared in the world, there were more voices than just a country's own government. There was a time when people could rely on nations across the world for help and support in their times of need, but this time has since faded into inactivity. The Hansa during its first days as the Second Republic, understood the need for help and concern from the world community and it was that drive that pushed us to create the White Cross, an organization founded on helping countries beyond what their current governments could provide.

I see a world hurt by terrorism, civil war, famine, disease, and suffering and I see our nations standing around not sure of what to do next. We are tasks as humans to help one another out and to make life easier and enjoyable for those around us. This can be done through medical care, infrastructure rebuilding and so on. Excellency, it is time once again to lend your hands to those in need. Please, met my request to come to Brisbane for a conference to restructure the White Cross so it may once again become a force able to steer the world to peace, caring, and love.

The White Cross Treaty and Signatories

I. Preamble

The suffering of the world has required the signatories to act in order to prevent the further loss of human life. They are under the knowledge that with cooperation and strength we can overcome the hatred and malice that has placed Earth into an age of war and chaos.

II. Humanitarian Aid

Every signatory is required to allocate a minimum of 1% of their yearly budget to humanitarian aid to either their country if required or overseas. Where this money will be sent will be advised by a council of the signatories. 1% is a minimum, but if a country desires to commit more of their treasury they are encouraged to, however there will be no bonus for this action.

III. Humanitarian Workers

Every signatory is to commit medical and other infrastructure employees so as to help affected areas recover from the massive amount of loss that they have gone through. There is no set limit to the amount of doctors, nurses, priests, and engineers that can be set, other occupations may also be used if no listed in this document.

IV. Refugee Camps

Every signatory is require to commit at least 1% of their total land area to an region that if needed could be used for refugee holding. These camps will be inspected by the Council of the White Cross for basic human needs as food shelter and water and must also demonstrate a fervor to provide these needs.

V. The Council of the White Cross

Every signatory will be given one vote in the Council and through majority vote aid will be dispensed to the affect area. The council will handle all distribution of aid and any problems that may face the White Cross Order.

VI. Withdrawal

Any signatory maybe may withdraw from the Order at anytime they see fit. Note any country that holds out on aid to an affect area will be expelled.

"We would be honored to have you. As said in my letter any and all leaders are invited to attend. Send your representatives to the White Cross Conventional Hall in Brisbane and we will begin the meeting in due time. Thank you for your support."

Miss Tintagyl,

Strife, Death, and Destruction are the natural states of the human race. If we are to progress as a society, the weak must give way to the strong and conflict must continually hone society into a finely edged, organized blade. A nation must pull together after disaster, or assuredly face destruction brought on by its' inability to rally the people and adapt to the situation.

It is not the requirement of a human being to help another so much as it is for sharks. Suffering will continue in the world despite whatever gains may be made by the White Cross. The process of natural selection will never be denied.

The Aether Empire will send Ziggy to the meeting... even though we've already thrown him to more then enough meetings and he is currently on a mission to seize the Pope's hat. Our current solution to the problem of world violence is to place the world under the leadership of Zarfef and forcibly modify every human beings genetics with those normally responsible for the social behavioral nature of humans with those of the Bonobos (A great Ape)... this could produce rather awkward results but... we believe that it will result in world peace and the true ascendancy of the Aether Empire.
