STA - Vanguard Treaty Upgrade

The governments of the Siberian Tiger Alliance and Vanguard are pleased to announce our Mutual Defence Pact has now been upgraded to a Mutual Defence/Optional Aggression Pact reflecting the fact that the solid relationship between our two alliances continues to grow stronger. The upgraded treaty is presented below for the public record:

Mutual Defence/Optional Aggression Pact Between the Siberian Tiger Alliance and Vanguard

PREAMBLE

After a long association, the Siberian Tiger Alliance and Vanguard have developed a friendship so strong they wish not only to remain at peace with each other but also to preserve each others' peace. Towards that end, they will defend each other from external aggression. To make the terms of the agreement clear and notify potential aggressors of its existence and depth, the two alliances have codified their agreement as follows:

ARTICLE I: PEACE

Both signatories will refrain from enacting, supporting, or advocating aggressive action against all or part of the other signatory. This prohibition applies whether the signatory acts individually or in concert with other powers. Although it does not prevent either signatory from declaring war on treaty partners or temporary allies of the other signatory, such actions are discouraged.

ARTICLE II: COMMUNICATION

The signatories shall continue to communicate openly. In addition to maintaining the friendship this treaty reflects, such communication will ensure that they can take the appropriate actions to deter aggression and coordinate their defence.

The parties agree to share all intelligence they obtain that could prove useful to the other party. Furthermore, if either signatory learns of a security breach within, or a credible threat to the other signatory, the acquiring signatory will convey all pertinent information to the other signatory. However, there is one exception: a signatory may choose not to disclose information provided by a third party that wishes the information to remain confidential and holds a treaty with said signatory.

ARTICLE III: MUTUAL DEFENCE

The signatories recognize that aggression against either party's nations or territories endangers both alliances. For the purpose of this document, aggression includes but is not limited to conventional and unconventional military attacks; all naval and spy operations; and extreme violations of decency.

When such aggression occurs, the other signatory will provide military, financial, and diplomatic support to the targeted signatory at the latter's request. This support will be rendered in accordance with the assisting signatory’s constitutional processes. However, it should be provided within 48 hours unless the signatories have agreed otherwise.

This pact recognizes that both signatories are obligated to put their members’ safety first. Therefore, if a signatory is in military conflict, it can deny requests for assistance until the conflict concludes.

Neither signatory must provide assistance if the other signatory becomes involved in a conflict through treaties with other alliances or blocks. However, they are free to do so.

ARTICLE IV: MUTUAL AGGRESSION

Should either signatory find it necessary to commit an act of aggression upon a third party, they may request military support from the other signatory, though this request is under no circumstances an obligation.

ARTICLE V: CANCELLATION

Either signatory may terminate this pact at any time and withdraw its status as a signatory; however, the withdrawing alliance must notify the government of the countersigned, through the appropriate private channels, seventy-two (72) hours prior to their desired time of termination. However, should either party breach an article of this document, their signatures on the treaty will be considered void, unless otherwise stated within the treaty or previously agreed upon by both alliances.

If an attack is made on either party, during the aforementioned seventy-two (72) hour period, this treaty will remain in effect until seventy-two (72) hours after the conflict concludes.

Upon cancellation by either signatory, Article I of this document will remain active for a period of seven (7) days, beginning after the appropriate seventy-two (72) hour notification period has concluded.

ARTICLE VI: RATIFICATION

This treaty shall be ratified by the Siberian Tiger Alliance and Vanguard in accordance with their constitutional processes and will come into force when either signatory announces the ratification on the Cyber Nations forums. Once this happens, both signatories will post the treaty in the appropriate place on their forums.

It's been a pleasure working with the Siberian Tiger Alliance over the past few months, particularly during the Karma War. They are truly the best an alliance could ask for in an ally, and as such, I am very happy to see this treaty upgrade.

Just curious, both yourself and Revanche often talk about redundant treaties left over by the NPO and her allies. However, by being tied to both CnG and now this MDoAP isn't that also redundant?

STA is not a signatory to the C&G bloc.
