It has become clear that the usual methods of diplomacy and international discourse are not enough to overcome the level of hatred, fear, and polarization that has become a hallmark of Cybernations. There was a time when we could have whole wars without nuclear weapons, spying was taboo, and alliances would surrender to the Order. Today, the world is upside down, with high global radiation counts, spies as common as the air, and nations offering ME surrender terms.

The Order has decided that in to put right that which has gone wrong, we shall release our most potent weapon that causes our enemies to flee before us:
