Border Walls arent that bad

Well, I think Border walls are quite good. Although they descreas your citezen count by 2%, you gain 2 Pop happiness, and 1 enviroment, so thats more happiness there. If you bought 5 at them after you had every last improvement up to 5, then you would have alot of happiness and a great enviroment!

Borderwalls begin to decrease my income after about 1 or 2, depending on my environment. Even with about 10 days taxes saved up, I only gain about $140K (after the price of the Borderwall is figured) for the first borderwall when my environment is 2 (before borderwall).

The larger (and closer to the Agricultural trade set [population]) you get the worse they are.
They are good to get if you have all of the other money/happiness boosting improvements (as the reduction in population would slow down the progress to other improvements). Just make sure to check how much money you get each day after getting X amount of Border Walls.
