War on Terror & the Bush Doctrine, good.
Battlefront in Iraq as part of the war on terror, mismanaged.
Tax cuts good.
Overall economy good.
Major failures is actively pursuing an expansionist domestic government model, which I think more than anything has contributed to his low approval ratings -- because 40%+ haven't liked him since he won the election, and most of them wouldn't like him still regardless of Iraq, its the 20% in the middle that moved largely because of Iraq, but its the 40%+ that supported him giving up on him/weakening in their support that really kills his ratings.

As for the Nixon comment, try China, Cancer Research, Vietnam, the EPA, the DEA, the Office of Minority Business Enterprise, the Anti-Ballistic Missile Treaty, NASA, Chile
Nixon was actually one of the greatest Presidents of all time, if watergate hadn't happened he'd be a hero. America needs someone with his sort of radical thinking.

Nixon's highs were higher than Bush's and is lows much lower. He was a sleezeball, and not just about Watergate. Vietnam too.
However, he did as you provided examples of, have some admirable achievements. He was an intelligent, if very flawed, man.
