I will make a $20 donation to the nation who has the made the highest offer by some time on March 28. The offer will be sent by March 31st. I need at least $12 million in money for infrastructure and the rest may be made in either tech or money.

Bad news... I think I will have to cancel this donation deal all together because I've been basically banned from the computer for quite some time for computer-related reasons let's say.
