The city was constructed to be a very defensible position. The buildings on top are the dwellings of the wealthy, and atop them are anti-aircraft turrets.
The entire city is powered by a nuclear generator, buried deep under the city. There is a constant staff monitoring it. Also embedded inside the mountain are hundreds of dwellings for the former citizens of the now abandoned underwater city of Vaer Atanis.

The city was placed in the center of the island, surrounded by jungle. There are five hundred citizens currently.
