I just noticed this; it's the aid reason for the package sent on February 17th. If the aid expires and is deleted before a mod gets to this report, I do have the screenshot that can be PM'd at will.

Edit: It appears as if this nation was deleted either for this, or for the rosy PMs he was sending my alliance-mates. Either way, this report may be locked.
