5.The nation can have DEFCON Level of any place
6.Threat Level can be at any level.
7.Please don't be too disapointed if there is no forum for this Alliance.
8.Make sure your Alliance Affilction is The Lions Alliance.

There are actually benefits with no nukes or being the srongest in your alliance.You can send aid to them but now I need aid from others.

Also, you should firstly make forums,then find someone to protect you from raiders and then publicize your alliance

No, there really aren't. Having nukes and having stronger nations makes your alliance *gasp* stronger.
