The National Assembly of the Nakhichevan Autonomous Republic , expressing the will of the nation, decrees and solemnly proclaims that the execution of the autonomous powers of the State of Nakhichevan suppressed by foreign the Agean regime, is re-established, and henceforth Nakhichevan is again an autonomous republic and protectorate of the Azerbaijani Republic.

The Declaration of Independence of Azerbaijan, on the established democratic State of Azerbaijan never lost their legal effect and comprise the constitutional foundation of the State of Nakhichevan

The territory of Nakhichevan is whole and indivisible, and the constitution of Azerbaijan is valid on it.

The State of Nakhichevan stresses its adherence to universally recognized principles of international law, recognizes the principle of inviolability of borders as formulated in the Creation Act of the Union of Transcaucasian Republics, and guarantees human, civil, and ethnic community rights.

The National Assembly of the Nakhichevan Autonomous Republic , expressing sovereign power, by this Act begins to realize the complete autonomy of the state. The Nakhichevan Autonomous Republic is now an Exclave of the Azerbaijani Republic in Armenian Territory. The Nakhichevan Autonomous Republic officially enters the regional stages of politics and shares the common Azerbaijani dream of a United and Free Transcaucasus.
