Nation with Alliance AA not Showing Up in Listing

The nation Anima of Ebontail: http://www.cybernati...ation_ID=163546 lists the Independent Coalition of Nations as its alliance affiliation. Clicking on the AA reveals a the list of nations. However, the nation is not included in the list: http://www.cybernati...%20of%20Nations

Is this a bug of some kind? It's pretty weird.
