Update on Military Affairs of the Autonomous Region
The People's Liberation Army has cemented its control of the region, including occupying the old Tibetan Army's facilities. Noting their obsolence the PLA has announced regional stimulus projects by laying new utility systems under ground including fiber optics and power generation. Further details of upgrades are being classified and being done directly by PLA work battalions.
The People's Liberation Army air wing has announced certain new "no fly zones" over large parts of Tibet during the deployments.
[classified movements] Large underground complexes are being created using both domestic and joint partnerships with various Ferrous Pacific Firms to create major emplacements and fortifications in this area. LVN designed automated defense systems (the NTE brought them and we both agree I still have them) along with domestic systems are being installed.
Additionally Triyunican intelligence agents have been dispatched cross the Nepalese border and enter their country to make contact with those of Francoist sympathies in the region (OOC: In game spy odds pretty much say there is little that can be done to stop me here)
[Immigration Affairs]
The Nepalese Border is being closed, due to the hostile relations with that country. While we sympathize with the Nepalese people for having in place such a under developed country, its regime remains belligerent and we will not be allowing crossings in or out of the country.
Tibetans have been signed up in large numbers to be issued Chinese Union Travel Passes, which allow them access to the rest of the Union. We are processing these as fast as possible, while keeping in place diligent background checks.
[Civil Affairs]
The Triyunican Civil Engineering Affairs Bureau has dispatched 1000 civil engineers for infrastructure improvement in Tibet.
The PLA Medic Corps has established clinics for people within about 80 kilometers of eachother. Additionally the army is handing over non-combat ex-Tibetan army vehicles out to regional villages to allow them to have quick ambulance style access to these villages. Satellite phones from the old Tibetan regime are also being handed out as part of this as a general project to develop a working health care system for the regions rural poor.
Additionally due to the absence of the Dalai Lama for some time, a commission has been formed to start the search for the 15th reincarnation of the Dalai Lama. Funding for this project will be provided by the Triyunican Government. As this is the first time in Tibet's history where there is separation between the state and religion the Government and the Sangha are still in discussions about just how the Dalai Lama should be selected. The Director of the Religious Affairs ministry for the whole country as well as the representatives of the Chan (chinese for Zen) and Tiantai buddhist sects are all being dispatched from Chongqing to discuss with the regional government and Tibetan sangha how the new process should be undertaken.
