The main issue might be that due to my 5 border walls only global radiation still messes up my environment.
Now the question was, will Option 1 also remove the environment effect of the global radiation or not?

No, it doesn't affect GRL. But it would allow you to delete a border wall if you went with optiona 1.

That'd be a pretty bad idea judging from the +2 pop happiness bonus of the border walls
