I have 5 aid slots thanks to a foreign ministry. My aid screen, along with a search of the aid system, show me with 4 currently active aid agreements. When I try and send out aid via my 5th slot, I get a message telling me that I am currently in 5 active trades or trade proposals.

Am I doing something wrong/missing something?

Nevermind. I'm a moran. I was hitting the trades link when I should have been hitting the aid link. MY fault completely.
