If it is possible for my Ruler Name to be changed to yetanothername, it would be appreciated.
But it that is not possible, how would I go about totally deleting my account? [So I won't run into the multi situation]

Nope,not possible.
As for getting rid of your current one you could either wait twenty days and let your nation go inactive, or you could hit that swanky delete button in between "Foreign Aid" and "Edit My Nation".
EDIT:Checked your aid slots,looks like you'll have to wait a bit until you can delete your nation.

No it does not, but if that account doesn't have a nation on it, you won't be in trouble for multis.
