Democratic Union Established In Rockies
New nation of Atrapsos coalesces from various city-states, Political processes to form government set in motion

NOMEADECALES - A recent political movement to establish a united nation in the mountainous region of the Rockies east of Tahoe from the city-states that pocket the area has finally borne fruit. The New Union Convention, a legislative group that has assembled from representatives of many of the city-states of the region announced today in Nomeadecales - the new capital - that they have passed a new Constitutional Compact that will bind the entire region into a single entity. The decided name for the new state was the Atrapsan Union - or Atrapsos for short.

While the independent city-states have accomplished much technologically and economically, they have long lacked political unity. With this new situation changing the last point quite drastically, the new nation is set to become a true power in the area.

"This will bring about an unprecedented level of prosperity and unity to us all... I'm quite excited," stated one representative.

The new constitution for Atrapsos, aside from recognizing basic rights, sets to establish a federal republic, complete with executive branch and legislature. The Premier will be the head of state for the new nation, and will lead a group dubbed the Secretariat, people appointed by the Premier to run the various executive departments of the government. The final decision of how many departments will be decided upon by the first Premier, but most suggestions have somewhere between eight and ten departments.

The bicameral Legislature is composed of the Senate, the upper house, and Congress, the lower house. The Senate will be led by the Chancellor, a sitting senator who is chosen to be promoted to said position by the Premier. Besides leading the Senate, The Chancellor is the first in line for succession should the death of a Premier occur, and gets to vote once as a senator and once as the Chancellor, effectively doubling his or her vote so as to prevent ties. The Congress is led by the Congressional Chairman, who is chosen by Congress itself. Both the Chancellor and the Chairman have the right to sit on Secretariat meetings.

Atrapsos is set to span both a wide stretch of the mountainous Rockies area to the as well as a significant patch of the agricultural plains to the west. Twenty-eight provinces will constitute the union, each getting 4 senators while splitting 163 congressmen proportionally by population for a total of 275 legislative officials. Congressmen have 3 year terms, Senators have 6 year terms, and the Premier has a 5 year term.

Until the new government is fully formed, governing of the new state will be headed by the Convention.

NOMEADECALES - As the political reverberations from the formation of the Union finally settled down, it became time for new political groups to gather support in order to fill in order to take control of the emerging government and growing nation. In the end, seven parties managed to put up candidates for the premiership: the center-left Federal Progressive Party, the center-right United Republican Party, the left, pro-labor Democratic Socialist Party, the libertarian New Liberty Party, the environmentalist Free Green Party, the far-left People's Communist Party and the far-right Nationalist Front. Despite the variety, the two parties expected to make major gains were the Federal and Republican parties.

The format of the Premiership election was multi-round - a preliminary round that had all candidates and a run-off between the top two candidates receiving votes - unless three or four candidates obtained at least one-fifth of the vote in the preliminaries, in which case a secondary round would occur between all candidates who had obtained over one-fifth of the vote, and the run-off would be the top two candidates from the secondary round.

To some surprise, the Democratic Socialists made a strong showing in both the premiership election as well as both legislative elections, scoring far more votes and far more seats than most anyone expected, forcing the Legislature into a coalition government instead of a simple majority government. They still, however, couldn't overcome either of the major parties in the secondary premiership vote to get into the final run-off. Their strong showing, though, sunk the Republicans' chances - despite strong showings in the first two votes against the Federals, the Democrats are closer to Federals ideologically and furthermore, by the time the final run-off was to come to pass, the Legislature had been selected and the deal for a coalition government between the Federals and the Democrats had been already been struck. This meant the Democratic Socialist voters were going to swingly heavily towards the Federal candidate for the run-off, and sure enough, Hector Sadinoelus scored a 14-point margin of victory.

"It's a profound honor to be the first chosen to lead this nation... I will commit every fiber of my being to this nation in gratitude."

The 47-year old Premier selected 61-year old senator George Athener to the Chancellorship, while the Federals in Congress, with support from the Democratic Socialists, decided to put the charismatic 40-year old Troy Suezzi to the test by naming him Chairman.

NOMEADECALES - Today, the Atrapsan Premier Hector Sadinoelus put forth his first major decision by announcing the intention to create nine Secretariat-level departments as well as selecting the 9 new high-level members of the executive branch to run those departments. They are:

Justice Department - created to maintain the federal court system, headed by new Chief Justice Samuel Heron, who, while politically unaffiliated, is liberally leaning.

Law Department - created to enforce federal laws, headed by new Attorney General Arthur Emery.

State Department - created to maintain foreign relations, headed by new Secretary of State Alexander Paolo.

Military Department - created to maintain national security and the armed forces, headed by new Secretary of the Military Arthur Reese.

Treasury Department - created to manage government spending and revenue, headed by new Secretary of the Treasury Peter Sedonas.

Interior Department - created to preserve and manage national resources, headed by new Secretary of the Interior Theodora Metter, a Democratic Socialist.

Commerce Department - created to regulate trade and promote economic growth, headed by new Secretary of Commerce Nicole Hermann.

Welfare Department - created to promote the public welfare of all citizens, headed by new Secretary of Welfare William Hester.

Labor Department - created to promote social equality, headed by new Secretary of Labor Henry Faest, also a Democratic Socialist.

Though unconfirmed, it is widely suspected that both the creation of a specific Labor Department and the nomination of two Democratic Socialists were part of the deal that created the current majority coalition government.

After his appointment was confirmed, Secretary Paolo stated that "I promise to expand diplomatic relations throughout and increase the foreign presence of our great new nation with all due haste."
