From hearsay, I heard that taxes cannot be collected when in Anarchy, or at least with a penalty of some sort. Is this true?

You can, but suffer a penalty.

This lasts until one MORE day than you are in anarchy; ie if you change out of anarchy today, you still suffer a penalty until tomorrow.

Its often said that taxes shouldn't be collected in anarchy as you can back collect to the full amount when you leave. To this purpose many nations have "warchests" with enough money to support them in war without needing to collect taxes. (this also helps when large nations hit Bill Lock, not being able to afford to pay bills with the money from taxes)

Ah, ok, being able to collect back taxes works for me. Was curious how that worked.

There is actually a very small jump immediately after you switch from Anarchy, although that might just be a function of the government you choose to replace it, but whatever. Specifically it jumps from 50% to about 60% for me.
