Bosnia and Herzegovina is a RL nation, I wonder how many United States of America are there (or similarly named CN nations that are named after RL nations).

I would say this is most likely not a multi, but rather two RL friends (or compatriots) helping each other.

Were it just some random occurance maybe. However the first nation's alliance got in a war where he's being ZIed w/o a surrender. In that context, it's pretty clear what he's trying to do...
