Regaining Resources Lost By Nations violating TOS

I was recently attacked by people who were deleted for being multi's, is it possible that I can regain the money/infra/tech/soldiers that I lost in battle against those two nations? (another nation attacked me, but he wasn't a multi)

It encourages multis, and it's completely unfair that damage made by accounts deleted for violating TOS persists after their deletion.

I believe resources cannot be refunded. I think it says that somewhere in one of the stickies.
