Methinks the people of bob are past the point of caring about a few lost citizens, as long as we see some fireworks.

1. Nukes are bad cause they're no fun. We're going to war, but we don't want anyone to really get hurt, so please don't bring nukes into this. 2. I fail to see the honor in nuking a member of GGA when it was a Valhalla and IRON nation that spied Bart's nukes, but I guess that's the only nation Bart will be able to nuke for a long time.
