Having a university disables the ability to destroy schools, however it should only apply to the first 3 required for the university, not all schools. Schools 4 & 5 should be able to be destroyed if a player wishes.

It works as designed, so it's not a bug. There is no check as to how many you have when trying to delete schools to see if you have more than required for the universities. The only check made is the for the presence of any universities. If one is found, you're not allowed to delete any schools until the universities have been deleted.
Schools 4 and 5 can be deleted, it's just you'll have to delete the universities first. So if you really need the slots for something else, you can do it, it'll just cost more. It's called planning.

I wouldn't say that. When admin originally programmed much of the improvement system, I think he didn't foresee some of the strategies that players would eventually develop, specifically improvement swapping. And he has always been cool to the idea of improvement swapping. His change in the pricing for many of the improvements was targeted at toning swapping down. Much of the player interest in regaining the 2 slots from schools and the 3 slots from clinics are in connection with this practice since they are cheaper than Banks, Factories or Stadiums the other improvements one generally has by that time to use in swapping. So admin hasn't had much incentive to go back and redo the code involved to work as you would like it to work simply to appease those who want to use them to swap when it works otherwise. One only has so much time in a day.

Yes, a player with the SDI can delete missile defenses or satellites if they wish as long as it leaves them with 3 of each needed for the SDI. Those cannot be deleted.
