I found that the aid system in Cyber Nations is rather clumsy and could use some fixes.
I think that in addition to aid slots, nations should have several tribute slots (maybe 3). Nations can negotiate tributes, in which one nation makes daily or intermittent payments to another nation. The amount that a nation can be based on either a set amount per day, or a percentage of daily taxes. These tributes would be treated like an operating expense by the nation, and the tribute should appear on a nation's daily bills. And like aid, a nation can only receive or give tribute equal to the amount of tribute slots it has. Nations can cancel tributes any time, but all tributes would have a ten day deletion limit regardless if the tribute is canceled or not.
I believe this would make money transfer more robust and flexible, and make the game more interesting.

Nations should be able to receive and give regular tribute.

You can apply the same logic to tech raiding and to a lesser extent attacking for aid. Weaker nations will still get attacked in the current system for whatever reason, and there are alliances to counter this predatory action. Besides, attacking for tribute would be as asinine as attacking for aid money. Nations that you can curb stomp probably can't produce enough money to be worth eating up your slots, and unlike tech raiding, those nations can join an alliance and cancel the tribute to prevent destruction.
What I think this feature would be useful is not for rogues to browbeat weaker nations, but for a consistent support and another tool for negotiating surrenders in alliance wars. Also, it probably isn't necessary to add unique tribute slots, but use the current aid slots as tribute slots as well.

would it be like a fixed amount the 2 nations agreed on?
like 1 says to 2
1: i want 1 mil a day
2: hmm but can i get like 5 tech a day?
1: hrrrr make it 1.5 mil
2: gosh! idk 6 tech then ok
1: deal!
so like i just used random numbers but would it be like that and every day u have a button that says "pay tribute"

I said in a latter post that aid slots can be used just as well without adding three more slots. That's just a suggestion.

This is what I imagine how it would work. Except that to do trades, you need to use more than one slot. Also, the tributes are part of your daily bills.
