Have new registrations been permanently halted, or will they be lifted soon?

i was searching for nations and i saw that there were some created on 09/21 (thats today). so i think there back up.

Existing accounts can make new nations. Usually because they were ZI'd or didn't like their old nation.

It was open yesterday, I helped two nations get going for my alliance. They are newbies.

Why are the registrations halted for the time of war? Considering their frequency it sounds meaningless.

Apparently some people make multis during wars more frequently than during peace, or at least that's what I hear.

They make multis to help out with the war effort.
