Happiness values not stacking?

It appears that despite max improvements and many wonders, my happiness value is only $2.47 Avg. Gross Income Per Individual Per Day instead of $4.xx. This has really caused my economy to cripple as it cuts my income by close to half. Is this a bug or just has not been reported in the game update log? Just for data, I have max improvements (minus some border walls and all labor camps) plus many wonders totaling 70 happiness with only $233.37 avg gross income/individual/day.

Depending upon what your environment is, happiness boosters will have reduced impact. However, what you describe seems to be a bit more severe than what I would expect environment to cause.

Fortunately (or unfortunately), my environment is at 5 stars and appears to be in top condition.

Well, you have 5 guerrilla camps which are reducing your income by 40% if you are collecting with them in place. That seems to be the source of your problem.
