World Organisation for Technological Advancements Charter

Preamble:

We the Undersigned agree to comply with all terms in this treaty.

Article 1: Membership

Any member who has more than the average of the combined technology can join this organisation as long as they aren't involved in Active Warfare with any of the other. For nations who do not have technology a vote has to be held.

Calculation of average: Total Technology/Total Members=Average

Article 2: Non-Agression

The Signatories promise to not attack each other while being part of this organisation if any signatory wishes to go to war with another signatory they can request a supsension of the Signature meaning that you will be cut off the program but can rejoin as soon as the hostilities end.

Article 3: Sharing of Technology

The Signatories will share all available technology with a few exceptions listed below. Not complying with this part can lead to your expulsion.

Article 4: Expulsion

Any member who violates Articles 2 and 3 of this Document can be expelled from the Organisation without any notice. They are free to rejoin after 3 months of being expelled if they comply with Article 1 at that time.

The Land of 1000 Swords has made two decisions regarding WOTA:

1) Pirate Chieftain Kielmog will wholeheartedly join if it can be made clear what those exceptions are in clause 3. We assume they mean secret military technologies because the Land of 1000 Swords would not be willing to share these with numerous nations no matter how friendly we are diplomatically.

2) We shall join for now on a provisional basis, which means if this turns into a mass exchange of non-civilian or other delicate technological advancements, we may have to retract our commitment. Otherwise we have chosen to join WOTA with the hopes of exchanging technology that could better many nations and receive some in kind.

Also, if we do get in, our vote is against the Kingdom of Reach being admitted into WOTA.

The Officer of Technology(the Govenrment Official on WOTA from Kanteero) has decided the following

Class 1 Weapons: Weapons of Mass Destruction
Class 2 Weapons: Weapons that could otherwise destroy a large area(MOAB is a good example.
Class 3 Weapons: Higher Weapons(Include Mech's, Space Weapons, etc.)
Class 4 Weapons: Weapons Researched while being in WOTA
Class 5 Weapons: All other

Class 1 can't be shared with Nations not capable of producing similar, Class 2 and 3 may be shared but that is at the discretion of the Government. Class 4 and 5 are forced to be shared by this treaty.
