Possible bug with Rubber?

Before I switched a trade to acquire Rubber, for land I had 2,129.022 in purchases. After trading and receiving Rubber, I still had just 2,129.022 miles of purchased land. My overall land increased to 3,139.859 mile diameter however, according to the Rubber tool tip, it says:

"Increases purchased land area of a nation by 20%, lowers land purchase cost -10%, triples the value of land when selling (from $100 to $300), lowers infrastructure purchase cost -3%, and lowers aircraft purchase cost -4%."

Is this a bug that I'm seeing? I would've thought that getting Rubber would boost the purchased land as well as my overall NS.

The 768.151 in modifiers is where the bonus land is. That does not contribute to NS. Only land you actually pay for contributes to NS.
