Stumpy is right, I thought that when I was put into anarchy that I lost, but when I saw the damage that was going on at the higher ranks of Nation Strength. Nukes were killing and crippling damage. I think # 18-19 need to be updated.

It's to prevent that user build bots that rapidly send thousands of message after each other, the captcha is there as a lock whit the key written on a image. Bots can't read deformed letters and number but you can.
