Bits of this article are a bit confusing, but from these to statements

I think it means that the number of schools with these issues is falling, but in schools with these issues it is getting worse. I think this shows that in some area's of this country, soeciety is failing, an issue which needs to be addressed, although I do not know how this could be achieved.

High disproportionality of such problems clearly shows this to be a class issue.

A very small class however, but it still exists and still needs to be dealt with.

More reasons to allow properly instructed and certified teachers to keep that .38 snubby in their desk drawers, in troubled schools mind you.

Given that during my time at a "non-troubled" school we had 1 teacher sacked for hitting pupils, and another which turned out to be a pedophile, I really don't want them armed.

My elementary school had one teacher who became known in one of the first "teacher/student sex scandals" in recent years. The student was someone in my class, same age, and we knew each other. I even had the teacher.

I wouldn't want teachers armed because they're teachers. I'd prefer to have better security and harsher punishments on juvenile delinquints.

My school has a drug enforcement from the police station, our county is very drugy, well the city is, the country parts usually scare of druggies.
