It's a wild guess, but I think it's a multi :)

The other nation in his alliance has the name "United Socialist 2".
Maybe it's a wild coincidence. :P
But it's even more likely that it's a multi since my alliance is ZI'ing the original nation, so he's creating a backup I guess.
