New nations are auto set to peace mode when they begin. In order to change your peace/war preference, go to 'Edit my nation' link and scroll down until you see the location to change it to 'war is an option'.

I would decommission some soldiers. Get yourself to around 25% of your citizen count in troops. You can do this by going to your military and clicking on soldiers. the screen will instruct you on how to decom.
