I think some of these could add a little flavor to the military side of the game.
Mines: Non-deployable, purely defensive, each mine could cost the same as a soldier, be as effective as a soldier, but cost 1/4 as much to maintain. A limit equal to the soldier limit could be put in place and they would not count towards the nation's displayed strength. I see it as an inexpensive option for nations to use to limit the effectiveness of overwhelming attacks by larger nations.
Anti-Aircraft Guns: Another non-deployable, purely defensive tool that will defend the skies of a nation against bomber attacks, similar to how missile battery improvements reduce the effectiveness of cruise-missile attacks. This would differ because it would actually destroy some enemy aircraft and it would be a military tool, not an improvement option. This could be an option for smaller countries that don't have the tech or infra to support fighters to defend their skies.
Reserve Station: This could be an improvement option that would instantly convert a small percentage (like 5%) of the population into soldiers when a war is declared, and automatically de-convert them into population when the war is over. A limit of two could be set to keep the option from being too unbalancing.
