I purchased a wonder on 1/31/08 and it wont let me buy one for january

This is what it says

You last developed a national wonder on 1/31/2008 and cannot develop new national wonders until 3/1/2008.

First, 1/31/08 is in January. Did you mean to say February?

Second, you always have to wait 30 days between wonder developments, which will be just after Feb for you.
