Disciples of Destruction

Last September the Order of the Reaper and The Sweet Oblivion got to know each other and consequently signed a MDoAP. None of us could have predicted how close our alliances would become and the recent conflict strengthened our relationship even further, to the point that we decided that together we can be more, something better, something new.
Nevertheless we do not want to forget the values that guided us through our existence in this world, to stand together in the face of adversity and if necessary to burn together.

As such it is my pleasure to announce the merger of The Sweet Oblivion and The Order of the Reaper, from now on we shall be known as The Disciples of Destruction and this is our creed.

Preamble;
We, the Disciples of Destruction, in order to further the interests of brotherhood, cooperation, and strength, in the name of a relationship forged by blood and steel, do join and establish this charter and solemnly swear to uphold the articles commanded herein.

I. Origin
1. The Disciples of Destruction arose from two alliances whose paths crossed, and identities merged into one to form something greater than the bare sum of both alliances combined. These two alliances were The Sweet Oblivion and The Order of the Reaper.
2. In reference to the whole alliance this charter will either use the full name of the Disciples of Destruction or the shorter Disciples.
3. The official acronym of the Disciples of Destruction will be DoD.

II. Purpose
1. This fledgling alliance, though strong of mind and will, has only recently materialized on the face of Bob as merely the newest incarnation of a universal will to destroy; to make Bob bathe in the glory of the infallible truth of struggle and adversity; to establish a new society, a brotherhood of disciples in recognition of the bond that exists between man and his eternal will to build and destroy.
2. It is there where our true purpose may be found, to be both in physical and spiritual opposition to the futility of constructing what cannot last; to bring salvation through the destruction of that what is futile, and to offer redemption through our disciples to those who will atone for their mistakes.

III. Membership & Admission
A. Admission
1. The Disciples welcome to their ranks people from all walks of life and will recognize the virtues in individuals and take notice of personal merit without making distinction between people and groups of people based on such things as nationality, race or creed.
2. If any man wishes to leave the masses of perdition and abandon his life of love and tenderness and chooses the road of destruction within our righteous ranks, his awakening should be applauded and his resolve praised, but no consent must be given to receive him immediately. Instead, his intentions and conviction must be tested thoroughly through various means.
3. As such, any interested nation may apply for membership of the Disciples of Destruction by following the admission process set by the government of the Disciples.
4. Completion of the admission process is required in order to become a full member, but does not guarantee membership.
5. Every member must pledge loyalty to the Disciples of Destruction. Members are prohibited from attaining or maintaining membership in any other alliance whilst being or wishing to become a member of the Disciples of Destruction.
6. The Elders and the Hand of the Disciples reserve the right to reject any applicant for any reason.
7. Completion of the application process and the approval of the Elders or the Hand of the Disciples shall result in acceptance to the alliance and initiation within the body of Disciples.
8. Failure to abide by the set terms of application, membership and rules laid out in this charter, and any attempts to endanger the alliance will be met with official proceedings in accordance with article V.

B. Oath
1. As each must individually request to join the Disciples out of free will, it is up to each to prove their individual worth. If during the initiation period he pursues his tasks and duties with the greatest care, showing honour, energy and the will to sacrifice in the face of adversity, he will be accepted. But if he cannot not bear the weight of action, and instead acts selfishly, he will soon feel the need to abandon his mission.
2. He whose request has been accepted by the Hand and Elders will be required to repeat the words of the Oath of the Disciples, initiating a sacred bond between the initiate and the Disciples.
a. With this oath I, [name] do solemnly swear;
b. To honour all my brethren and sisters and to protect the well being and integrity of this brotherhood, the councils and all leaders and officers; to show this honor in word and deed, and to do nothing that would harm them;
c. To place myself within the utmost fealty at the service of this brotherhood and with all my courage and prowess, to defend it against any foe;
d. To trust in the judgment of the Elders and to show this trust by performing those duties that are expected of and commanded to me, in order to further the mission of our alliance with alacrity and zeal;
e. To treat all those I encounter with respect and consideration and without prejudice; to be gracious and generous of resource, service and spirit, both in times of abundance and poverty;
f. To view accomplishments of my peers as something shared and be above jealousy and pettiness; to see greater rank, title and blessedness as greater responsibility rather than greater privilege;
g. To hold myself to this oath even under threat of annihilation, in the midst of ill treatment and misfortune;
h. And by reciting this oath, do I swear unconditional love and loyalty to the disciples.

C. Rights and Responsibilities
1. Each member of the Disciples of Destruction is entitled to certain rights granted by the organization and bound by certain obligations and initial requirements which are considered essential for the prosperity of their own nation and the alliance as a whole.
2. The following rights and responsibilities are recognized within this charter:
a. Each member of the Disciples is entitled to the protection by the alliance, respect from his comrades, and aid in times of war.
b. Each member of the Disciples is entitled to open and honest discussion with both leader and fellow member in a secure setting about issues in Cybernations as well as in the alliance itself.
c. Each member of the Disciples may be appointed to a position of responsibility based on personal merit.
d. Each member of the Disciples is expected to follow orders and respect the decisions of the Elders and other leaders.
3. These rights are not without limitations: punishments and other provisions allowed for in this Charter may override these rights should it become necessary.
4. As a disciple you shall submit to the commands of the Elders, serve the greater good of all disciples and follow our doctrine of destruction as outlined in this charter.

IV. Order of Government
A. Elders of the Disciples
1. The supreme authority of the alliance shall be vested in the three leaders known as the Elders of the Disciples. These Elders, assisted by the Extended Council, see to the exercise of their supreme authority, to the conferral of duties and offices, and to the general government of the alliance.
2. Authority may be delegated to Disciples appointed to positions of responsibility by the Elders. The Elders may veto any decision made by these appointed Disciples.
3. All decisions made by the elders are final and shall be ratified in case of a two-thirds majority amongst themselves.
4. In the event of aggressive wars, the signing of treaties and the expelling of a member from the alliance, the extended council will have a final say.
5. It pertains to the Elders to issue legislative measures, promulgate government acts, inform the council and members of their decisions, ratify international agreements, administer with the assistance of the Council the combined assets of the Alliance, and head the Extended Council.

B. Incapacity, Resignation and Impeachment of the Elders
1. The position of Elder is held permanently until retirement or impeachment. Should an Elder retire or be impeached, the remaining Elders shall select a worthy replacement.
2. In the case of prolonged absence of an Elder due to incapacity or any other circumstance, the position will be filled by an appointed Disciple in the person of a Lieutenant ad interim who can carry out acts of ordinary administration until the Elder returns from absence.
3. The permanent incapacity of an Elder will be declared by the Extended council by a two thirds majority vote after which a new Elder will be appointed by the remaining Elders.
4. The council can remove any or all Elders by way of impeachment if a majority of no less than two thirds of the council members are in favor of impeachment.

C. Appointed Disciples
1. The Elders may appoint any individual Disciple to positions of authority and responsibility to administer certain areas of interest, based on skill and merit. The following positions of authority are recognized within this charter.
2. The Hand of the Disciples is responsible for all affairs relating to the interior operation of the alliance, including the process of admission, the recruitment of new members and economics.
3. The Sword of the Disciples is responsible for all affairs relating to the military operations of the alliance such as the military organization, directing military operations, updating and improving military structures according to international standards, appointing, dismissing, replacing officers and increasing efficiency and activity to improve the military capacity of the Disciples
4. The Voice of the Disciples is responsible for all affairs relating to the exterior operations of the alliance such as maintaining foreign embassies, dispatching emissaries, welcoming foreign diplomats, and to serve the standing of the Disciples by leading diplomatic negotiations with other alliances.
5. The Blessed of the Disciples are special advisors to the Elders. They have no specific tasks or responsibilities other than offering their opinion and wisdom to the Elders if needed.

D. Extended Council
1. The Extended Council of the Disciples is both a consultative and a decision-making body, depending on the issues at hand, and consists of the Elders, Hand, Sword, Voice and Blessed of the Disciples.
2. As a consultative body the council provides practical ideas and structures for the alliance, discussing the political, legislative and diplomatic policies of the alliance, to ensure internal effectiveness and international standing of the Disciples.
3. As a decision-making body the council as a whole will have a final and supreme say in the following instances:
a. Engaging in an aggressive war;
b. Signing of treaties;
c. Mergers;
d. Expelling of members;
e. Appointment of new Elders;
f. Impeachment of Elders
g. Charter Amendments
The outcome of their vote on the above mentioned affairs will be binding. In all other affairs concerning matters regulated neither by the charter nor by any policy the deliberate vote of the Extended Council must be sought by the Elders.
4. The council may also retroactively annul any decision made by the Elders if two thirds of the council minus the elders determine the decision to be against the interest of the alliance.

E. Legislation
1. For emergency issues where swift action is required the voting will occur immediately by the council members, and only if all three Elders are present.
2. For all other affairs the voting period shall be between 24 and 96 hours, and will require a two thirds majority to pass.

V. Judiciary
A. Cases & Proceedings
1. Any member may be brought to trial by any other member, given the accuser is able to state the charges without restraint or confusion.
2. Disciples brought before the Council for trial proceedings shall be give notice, and be given the opportunity to present a defense before the Extended Council.
3. Trials shall last for a period of time no less than 48 hours unless the vote of the council is unanimous.
4. Any member may be punished by a majority vote by the extended council for reasons including but not limited to:
a. Unauthorized declarations of war against aligned nations.
b. Holding membership in another alliance while a member of the Disciples.
c. Acts of Espionage, including the release of privileged information to any external party.
d. Failure to obey orders during wartime.
e. Actions unbecoming of a Disciple of Destruction.
5. Disciples brought before the Council for trial proceedings will be under suspension from all rights and tasks delegated to them, including any government appointment, forum administration, military position or any other rights granted to them.

B. Sentencing
1. A majority vote from the Extended Council for a verdict of guilty is required to condemn the defendant.
2. The sentencing in such instances as described in the above charges will result in dismissal from the alliance.
3. Dismissal from the alliance is absolute and permanent and cannot be overturned except through annulling the verdict by the extended council.

VI. Policies
A. On Foreign Affairs
1. The Disciples of Destruction, though subject to international rules, laws and treaties, exercise sovereign functions solely to the purpose of benefitting the Disciples and their allies.
2. Legislative, executive and judicial functions are reserved to the competent bodies of the Disciples according to the provisions of this charter and shall in no instance be infringed upon by external factors.
3. In the conduct of relations with our allies the acquired rights, customs and privileges granted to the Disciples by foreign authorities, and vice versa, are in force unless expressly abrogated.
4. The Disciples will have diplomatic representation to allied and friendly alliances according to the norms and customs of common practice.
5. The Destructive nature of the Disciples does not prejudice the exercise of sovereign prerogatives pertaining to the Disciples insofar these are recognized by foreign powers as subject of international law.
6. No agreements, military or otherwise, resulting in conflict with existing agreements, shall be signed by the Disciples.

B. On War
1. The Disciples of Destruction will never condone the use of military action above diplomacy and will always strive to find a diplomatic solution to a problem before the use of military force but also recognize that, although a peaceful course is preferred, military action cannot always be avoided.
2. All declarations of war by individual members must be approved by their commanders without exception. All members are obliged to follow policies regarding Tech Raiding and follow orders from their commanders.
3. No member of the Disciples shall attack any other member of the Disciples without a distinct order from the Elders to do so, be it delivered by them or by their officers. Likewise no member of the Disciples shall attack a member of any other alliance without a distinct order to do so from the Elders, be it delivered by the Elders themselves or by their officers.
4. The Disciples shall have nuclear weapons for the sole purpose of nuclear retaliation in the event of a nuclear attack. The Disciples do not condone nuclear first strikes, but may use them in certain, drastic circumstances. It is therefore forbidden for each member to use Nuclear Weapons in official wars against aligned nations without direct orders from the Elders.
5. All Members are unrestricted in their freedom to wage war by any means available against unaligned nations.
6. The Disciples shall not pay reparations for defensive wars and shall not demand reparations for aggressive wars.
7. No terms shall be offered to defeated parties by the Disciples which they themselves would not consider acceptable had they been submitted to such terms instead. And in general the terms shall reflect the opponents behavior.

C. On Expulsion
1. The expulsion of any member from the Disciples of Destruction must be investigated by the Hand of the Disciples and his findings presented before the Extended Council as described in article V.
2. Members that would be expelled for security reasons may be removed immediately with the affirmation of the Elders.

D. On Resignation
1. Members who wish to leave the Disciples of Destruction may do so only after fulfilling their obligations such as the completion of ongoing tech deals, the repayment of all debts or the sending of assigned financial aid.
2. No member is allowed to leave the alliance during wartime. Doing so will be considered treason.

VII. Ratification
1. This document serves to uphold the rights of each Disciple and the manner in which alliance affairs are conducted. Violation of this document shall result in severe punishment.
2. This charter, and all future amendments to it, will become binding after being signed by the three Elders and promulgated by the Extended Council.
