Not when we expect people to aid, or respond to pms before a major conflict, and during it, or find themselves out. Granted, rl and what not comes in the way, and we always are willing to forgive those if they explain it to us after the issue is done. But Echelon is not forgiving to inactives, or nations not willing to war for it's defense or the defense of it's allies. So activity is not an if in Echelon, it's a must. I'm not sure how many alliances are like that, but I don't think it is the norm to be honest.
