Probably because before the FAN war started (or resumed, for those of you who look at it like that) FAN looked to be not far from a sanction, especially once their surrender terms were up. NoV on the other hand, didn't look to be likely to gain a sanction, and hasn't been in the news lately since all these new alliances have been added (MK, Valhalla, Echelon, etc.) to the thread, so he probably just kinda forgot about 'em.
