It would be possible, though not very accurate.  I would be able to track day-to-day infra & tech changes (where any daily gain would count as "rebuilding", and any daily loss would count as "war damage"), but any intra-day changes would be lost.  A nation that lost 3000 infra and rebought it right after would show as net zero.

 

Using the war damage stats would help in theory, except I'd need to compare it to daily changes in infra/tech/land.  It might be possible to calculate a daily non-military NS (ie. infra+tech+land) and compare that to daily changes in destruction stats...  I'll have to give it some thought.

Alternative thought, may or may not be simpler:

 

We start at point X (alliance formation) in the timeline for Alliance A.Then changes in pixels during war can be added to war damage category. From that point on until next point of war starting, i.e. peace time, changes in score can be added to Rebuilding category, so on and so forth till present date.
